Acoustic Fluid Leak Detection System

The Department of National Defence is seeking the supply and delivery of an advanced acoustic fluid leak detection system to Canadian Forces Base Shilo in Manitoba, along with mandatory on-site training for operation and maintenance. The system must include two leak detection hydrophones rated for operation at ≥90 psi, a weatherproof hard carrying case, and all digital deliverables must be provided in non-proprietary formats submitted within one business day of physical delivery. The contract requires strict compliance with Canadian content regulations, mandating that at least 80% of the goods supplied be of Canadian origin. Environmental standards are heavily emphasized, requiring all packaging to be reusable, returnable, or recyclable under CAN/CSA-ISO 14021 and ISO 21067-1:2016 guidelines, with no use of prohibited materials unless exempted for specialized transport. The evaluation methodology is Lowest Price Technically Acceptable, meaning only technically compliant bids are considered, and the award will go to the lowest-priced offer that fully meets all mandatory requirements.
