Acquisition and classification of airborne topographic lidar data in Labrador.

The contract involves the acquisition and classification of airborne topographic lidar data across multiple regions of Labrador, including Nain, Postville, Hopedale, Makkovik, and Natuashish, with optional service areas extending to Cartwright, Black Tickle, Rigolet, Charlottetown, Port Hope Simpson, Mary’s Harbour-St. Lewis, Happy Valley-Goose Bay, and Churchill Falls, covering a total base area of 5,155.80 square kilometers. The project requires full compliance with the Canadian Lidar Standard (CSA W229.1:25), including acquisition under strict environmental conditions—no snow, ice, smoke, or haze—and data validation against vertical accuracy thresholds of ≤9.6 cm RMSE in non-vegetated areas and a minimum aggregated nominal pulse density of 6 pulses per square meter. Deliverables include preliminary and final lidar point clouds classified into specified categories (Classes 1, 2, 7, and 18), metadata using NRCan templates, data inventory lists, survey control data, field notes, GNSS observations, processing logs, and comprehensive reports. All submissions must be delivered electronically via CPC Connect in a designated folder structure, with invoices required in PDF format and sent to [email hidden]. Proposals must meet mandatory technical criteria, including evidence of two prior lidar projects each exceeding 5,000 km² with the same accuracy and density standards, and are evaluated on a strictly pass/fail basis under a Lowest Price Technically Acceptable (LPTA) award process. The contract term extends to March 31, 2027, with a preliminary delivery deadline of December 1, 2026, and final delivery due February 2, 2027. Canada retains full ownership of all foreground intellectual property, and the contract includes options to extend by one year or acquire additional service areas up to 11,482.24 square kilometers, subject to budget availability. Security clearances are not required, insurance is not mandated, and the contract is subject to the Labrador Inuit Land Claims Agreement. Bids must be submitted via CPC Connect only, with no alternatives permitted, and any deviation from mandated contract clauses will result in non-responsiveness.
