Acquisition of SUV

The U.S. Embassy Tegucigalpa, under the Department of State, is soliciting quotes for the acquisition of one new SUV, brand name or equal to the Ford Explorer 2026 or newer, through a Request for Quotation (RFQ) numbered 19H08026Q0029, issued under FAR Part 12 as a commercial items acquisition. This solicitation is not set aside for small businesses, and all offerors must be registered in the System for Award Management with a valid Unique Entity Identifier and NCAGE code. The vehicle must feature a 2.3L EcoBoost engine with 300 horsepower, all-wheel drive, and a 10-speed automatic transmission, and must be delivered within 30 days of contract award to the embassy’s location at 10001 Avenida Los Próceres in Tegucigalpa, Honduras. The contract will be awarded on a Lowest Priced Technically Acceptable basis, where technical acceptability is determined by compliance with minimum requirements including a minimum three-year warranty valid in Honduras, a preventive maintenance plan at 5,000 km, local service capability, proof of SAM registration, valid local licenses, submission of technical brochures, delivery timelines, and past performance references. Price is the sole discriminator among technically acceptable offers, with no trade-off analysis permitted. All submissions must be made electronically via email to TGUbids@state.gov with the subject line “Quotation Enclosed - 19H08026Q0029” and must be received no later than May 11, 2026, at 10:00 a.m. local time in Tegucigalpa. Offerors are required to complete the SF-18 form, provide detailed warranty and maintenance documentation, demonstrate compliance with Honduran laws and export certification requirements, and submit evidence of business operations in Honduras. Invoicing must be conducted via electronic funds transfer in accordance with federal requirements, and all submissions must be in English. Special clauses apply relating to whistleblower protections, tax exemptions, subcontracting, and compliance with U.S. and Honduran regulations. The vehicle will be accepted upon delivery by the Office of U.S. Army Corps of Engineers at the embassy site, and failure to meet any mandatory technical or compliance criterion will result in rejection.
