Parks Entrance Sign Rebranding
Solicitation # 20260259
The City of Port St. Lucie has issued Invitation for Bid 20260259 for the rebranding of 41 Parks and Recreation entrance signs. The project focuses on creating a unified visual identity across the park system by replacing topper and middle panels on existing sign structures. The scope of work includes the fabrication of high-density urethane panels, painting with specific PMS color matching and satin finishes using Matthews Paint products, and the addition of park establishment dates. The project involves various sign types, including single-face and double-face neighborhood and community signs, as well as a specialized panel for Jessica Clinton Community Park. The initial contract term is 180 calendar days, with work permitted from 7:00 a.m. to sundown, Monday through Friday. Bids must be submitted electronically via the OpenGov portal by October 8, 2026, at 3:30 p.m. Requirements for submission include a bid bond of at least 5 percent of the bid total, which can be submitted as a hard copy or an electronic bond through Surety2000. The City will award the contract based on the best value, considering cost, contractor capability, and local preference, though the lowest price is not the sole determining factor. Performance and payment bonds are required for projects exceeding 200,000 dollars. Payment is subject to a 5 percent retainage and follows the Florida Prompt Payment Act, with invoices submitted monthly. Contractors must also certify compliance with drug-free workplace laws, anti-human trafficking regulations, and Florida's scrutinized companies lists.

AI Contract Overview

Custom acrylic graphic paneling and signage components, including drywall anchors, mounting clips, and fully printed logo graphics, are being procured under a total small business set-aside for NAICS code 339950 (Sign Manufacturing), with a strict requirement that only small businesses under 500 employees may be awarded. All items must be shipped directly by air to the DISA Europe office in Stuttgart, Germany, with no tolerance for alternative shipping methods to prevent delays or transit damage. The Electronic Product List (EPL) defines the exact items required, and offerors must submit quotes using a mandatory Excel template provided as Attachment 1. Full-color printing of logos supplied in .ai format by the government is required, and all products must comply with unique item identification standards under MIL-STD-130 using two-dimensional Data Matrix symbology compliant with ISO/IEC 16022, with markings verified and submitted to the DoD IUID Registry. Shipments must be labeled according to MIL-STD-129 and packaged to meet DoD shipping standards, including oversize pallets and freight handling requirements. Proposals are evaluated strictly under a Lowest Price Technically Acceptable (LPTA) model, where only technically acceptable offers—those that pass all compliance checkpoints including brand alignment, authorized reseller status, and adherence to specifications—are considered, with award going to the lowest-priced acceptable offer. All offers must include a current SAM.gov record verification, and failure to self-certify as a small business under NAICS 339950 disqualifies submission. Payment is processed exclusively through Wide Area WorkFlow (WAWF) and requires accurate accounting classification reference numbers. The government assumes all installation responsibilities; delivery is FOB destination on June 12, 2026, with acceptance occurring at the Stuttgart site. Offerors must indemnify the government against intellectual property infringement claims and comply with federal contracting statutes relating to lobbying, kickbacks, cybersecurity reporting, and use of U.S.-flag carriers. Proposals are due by May 5, 2026, and no further deadline extensions are permitted.
