The Griffin-Spalding County School System (GSCS) is soliciting proposals for a Managed Service Provider (MSP) to deliver comprehensive special education staffing and employer-of-record services for approximately 10,000 students across 18 schools in Georgia. The selected contractor will be responsible for the full employment lifecycle, including recruiting, hiring, credentialing, compensating, and managing qualified personnel. The scope of work covers 16 standardized staffing categories, such as special education teachers, therapists, psychologists, and interpreters. The MSP must ensure continuity of IEP-related services and FAPE compliance, while adhering to strict performance standards, including same-business-day acknowledgment of urgent vacancies and a one-business-day turnaround for recruitment plans and missed service notifications. The contract term begins upon execution and continues through June 30, 2027, with potential renewal options. Award selection is based on a 100-point scale evaluating the best overall value, where pricing is assessed via fully loaded hourly bill rates for the specified roles. The contract involves providing analytical and consulting services to the NYS Office for People with Developmental Disabilities (OPWDD) to support the transition from a provider-specific, cost-based Medicaid reimbursement system to a regional acuity-based model. The vendor will analyze service utilization trends, costs, and the impact of residents' acuity levels on spending, aiming to facilitate more accurate resource allocation and service planning. Additionally, the contractor will develop draft payment models to estimate Medicaid liabilities under various policy options and analyze economic and labor data at statewide and national levels to inform policy decisions. These analyses will ultimately guide OPWDD in finalizing a new reimbursement methodology, which will be presented to the Department of Health for incorporation into Medicaid rate calculations. This sole-source contract with Deloitte Consulting LLC is set to commence upon Office of the State Comptroller (OSC) approval and will extend through February 26, 2027. It covers all counties in New York State and is valued between $500,000 and $2,000,000. The procurement was exempt from advertising due to the single-source award, and interested parties are directed to contact the designated agency representative for further information. The contract aims to support OPWDD's efforts in establishing a more equitable and data-driven Medicaid reimbursement framework.

Full Description

The service being procured is in direct support of OPWDD to assist in finalizing policy decisions regarding transitioning the current provider-specific, cost-based Medicaid reimbursement methodology toward a regional acuity model.  Among other tasks, OPWDD will primarily require analyses and reports on the service utilization trends and related costs of OPWDD eligible individuals for not only OPWDD services, but also those authorized and funded by the Department of Health and other state agencies.  Additional services to be provided are: to develop an understanding of how acuity of the people enrolled in residential and any services impact spending on a per person basis, which will allow for better distribution of State and Federal resources and an Individual’s service needs; to develop draft payment models to help estimate Medicaid liabilities based on the policy options available to OPWDD; and provide other support activities OPWDD requires.  The vendor will also analyze statewide and national economic and labor data to assist OPWDD in this endeavor. Based on these analyses, policy decisions will be made by OPWDD to finalize the new reimbursement methodology and to present it to DOH for inclusion in the calculation of OPWDD reimbursement rates.  Reason for advertising exemption: Single Source Award recipient: Deloitte Consulting LLC Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority. Ad end date:01/02/2025 Contract term: upon OSC approval through 2/26/27 County(ies): All NYS counties
