Administrative Studies (AS)Consultants

The New York State Division of Criminal Justice Services (DCJS) is establishing a pool of qualified law enforcement professionals to serve as Administrative Studies Consultants. These consultants will assist the Office of Public Safety in conducting objective analyses of law enforcement agencies, focusing on staffing, scheduling, and operational efficiencies. The selection process is two-staged: qualified applicants are first placed on a list of potential consultants, from which the Division will select individuals for specific assignments at its sole discretion based on experience, education, references, interviews, and anticipated costs. Sub-contracting is not permitted. To qualify for the pool, applicants must possess at least ten years of law enforcement experience in areas such as organizational management, strategic planning, and statistical analysis. While not required, a master's degree in Public Administration, Criminal Justice Administration, or related fields is desirable. Selected consultants are responsible for engaging with agency personnel, performing data analysis, and providing detailed reports and time logs. Compensation is set at a maximum rate of 575 dollars per full day of work or 71.875 dollars per hour for partial days. The solicitation includes specific goals for Service-Disabled Veteran-Owned Businesses (2%), Minority Business Enterprises (25%), and Women Business Enterprises (5%). Applicants must submit a completed application, a current resume, and a statement regarding the use of New York State businesses. Those placed on the potential consultant list will remain eligible through June 30, 2027, and must respond to service inquiries within ten business days.
