The Navy Supply Corps School in Newport, Rhode Island, requires instructor-based training services to develop and deliver the Advanced Management Program (AMP), a premier leadership course designed to cultivate strategic enterprise leaders for the Department of the Navy. This requirement is being procured through a Firm-Fixed-Price, single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract under FAR Part 12 and Subpart 16.5, with a total small business set-aside under NAICS code 611430. The contractor is fully responsible for developing all curriculum and course materials from scratch, as the Government will not provide any pre-existing approved content. Instruction must mirror a graduate-level academic experience using lectures, case studies, classroom discussions, and experiential team activities, with all expenses— including instructor labor, travel, course materials, binder production, and welcome receptions—bundled into an all-inclusive per-class unit price. The contract has a five-year ordering period running from July 1, 2026, through June 30, 2031, with an option to extend performance for up to six additional months under FAR 52.217-8, for a total potential period of performance ending December 31, 2031. Four AMP classes are anticipated during each ordering period, with three additional classes allowed under the extension clause. The solicitation mandates strict compliance with federal acquisition regulations and defense-specific cybersecurity requirements, including DFARS clauses 252.204-7012 and 252.240-7997, which require adherence to NIST SP 800-171 standards for safeguarding covered defense information and conducting assessments. Offerors must be registered in SAM and must complete all applicable representations and certifications electronically within SAM, such as disclosure of foreign ownership, Buy American compliance, and Trade Agreements certifications. Proposals must be submitted electronically via email prior to the deadline of June 25, 2026, and must include signed copies of all amendments, including SF30s for Amendments 0001 through 0004. Evaluation follows a structured sequence: proposals must first achieve an “Acceptable” rating under Factor I (Executive Level Leader Development Experience) and a “Substantial Confidence” rating under Factor II (Past Performance); only then is price evaluated. Price is the least important factor, with combined qualifications in experience

The contract seeks a small business to provide confined space and rope rescue training services to the Naval Station Newport Fire Department under a firm-fixed-price purchase order, with a period of performance extending from the date of award through September 30, 2026. The requirement is a total small business set-aside under NAICS code 611430 with a $15 million size standard, and it is a new procurement with no incumbent. The contractor must deliver 32 hours of rope rescue training and 48 hours of confined space search and rescue training, both aligned with NFPA 1006 and NFPA 2500 current editions, at the technician level. Training must be conducted for up to sixteen students per class at the Newport, Rhode Island location, with the government providing the classroom and practical exercise space while the contractor furnishes all instructors, digital training materials, and equipment. Invoicing may occur per completed CLIN via WAWF. The response deadline was extended to July 29, 2026, and the solicitation remains open for submissions under the revised terms.
