The contract pertains to a comprehensive study on advanced transmission technologies for public utilities in Indiana, mandated by Senate Bill 422 (2025). The Indiana Utility Regulatory Commission (IURC) will release the solicitation on September 3, 2025, with responses due by October 3, 2025. The project aims to evaluate how emerging transmission innovations can enhance the safety, reliability, efficiency, and cost-effectiveness of electric service delivery, aligning with the bill’s requirements. The contract size ranges from $500,000 to $2,000,000, and the work must be conducted within Indiana, under the oversight of the Utility Regulatory Commission. The primary point of contact is R. Cohen, and the procurement process involves detailed technical, business, and compliance documentation, including security, data ownership, and incident response provisions. The solicitation emphasizes adherence to strict data security standards, referencing multiple attachments that specify Indiana’s additional terms for cloud services, Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS). These documents establish data ownership rights, encryption requirements, data residency restrictions within U.S. data centers, and incident reporting obligations, ensuring the confidentiality and integrity of State data. Additionally, the process includes provisions for economic impact assessment, subcontractor commitments—particularly for minority, women, and veteran-owned small businesses—and detailed proposal submission instructions covering technical, cost, and business aspects. The overall procurement aims to select qualified vendors capable of delivering a thorough study within the legal, security, and operational frameworks established by Indiana law and State policies, supporting the State’s strategic goals for modernizing and securing its electric infrastructure.
