AdvM Call for Solutions - Modern Radar Systems Organic Capability Development

The Army Contracting Command – Redstone Arsenal is seeking a turn-key solution to establish a state-of-the-art organic depot capability at Tobyhanna Army Depot for the testing, calibration, repair, and overhaul of four critical modern radar systems: the AN/MPQ-64A4, AN/TPY-4, AN/TPQ-53, and Advanced Range Threat Simulator - Variant 3. This initiative addresses a significant capability gap in the Organic Industrial Base by eliminating dependence on Original Equipment Manufacturers and enabling comprehensive, in-house sustainment of these high-density, technically complex platforms. The solution must include integrated near-field and far-field test ranges, specialized anechoic chambers, diagnostic hardware and software, and modular infrastructure designed not only to support the four specified systems but also to scale effortlessly for future radar platforms without major reconfiguration. The vendor is responsible for the complete lifecycle of the project, including site planning, procurement, logistics, installation, validation testing, commissioning, and hands-on training for depot personnel, ensuring full operational readiness upon delivery. Offerors must present a solution adhering to Modular Open Systems Approach principles, with technical requirements broken down by each radar platform within each major capability element to allow for flexible proposal submission—whether covering the full scope or specific components. The evaluation process is structured in phases, prioritizing technical merit, modularity, scalability, and integration approach over cost in the initial evaluation, with price considered only in later stages, reflecting a best-value trade-off selection method rather than a lowest-price technically acceptable approach. The final contract may be awarded as a Firm-Fixed-Price instrument or an Other Transaction Agreement, contingent on the offeror’s size and capability structure. All deliverables must be performed at Tobyhanna Army Depot, with compliance required to ISO/IEC 17025 for NIST-traceable calibration, ANSI/ESD S20.20 for electrostatic discharge control, and Army AT/OPSEC standards, while ensuring all software is delivered with perpetual offline licenses. Proposals for Phase 1 are limited to five pages or fifteen slides and must include a Unique Entity ID, CAGE code, small business status representation, and any disclosed organizational conflict of interest with a mitigation plan. The solicitation closes on July 28, 2026, and winners will be expected to deliver a fully operational, long-term sustainable capability that ensures enduring readiness across the Army’s modern radar fleet.
