142d Wing Notice of Intent to Award Sole Source for Type C Services B255

THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the United State Property and Fiscal Office-Oregon (USPFO-OR) intends to issue a contract modification, on a sole source basis, to Tetra Tech/ Mead & Hunt JV ("the Designer of Record"). This sole source contract action is required for completion of the following scope of work: Type C Services including inspection, construction management, and design build oversight to provide all necessary manpower, services, tools, and equipment to complete repair and renovation of Bldg 255 at the 142d Wing, Portland, OR. Work may include but will not be limited to any or all of the following: design, drafting, planning, programming, cost estimating, topographic or boundary surveys, on site construction management, shop drawing reviews, various engineering studies, site investigations, value engineering services, subsurface geotechnical investigation, testing, and reports, design services for new construction, demolition, and alterations of existing facilities, environmental studies, testing and reports, hazardous materials testing, abatement, other design services, and construction phase support services for this project. All work must be performed by or under the direct supervision of licensed professional Architects or Engineers. In September 2014, the USPFO-OR issued a task order to the Designer of Record for design of the above referenced project to the 100% design stage. During this design phase the period for exercising the option of Type C services expired. This sole source award is required to allow the Designer of Record to proceed with inspection services required to complete the construction stage. Continuity from the completion of the design and the required A-E services during construction necessitate this sole source award. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. This Notice of Intent is hereby published in accordance with FAR 5.201. All responses received within 15 days of the posting of this notice, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The USPFO-OR will consider any responses to this notice received within fifteen (15) calendar days of the posting of the notice.
