Aerial Fiber Periodic Maintenance

The Defense Information Technology Contracting Organization - Pacific intends to award a sole-source contract to the Kaua'i Island Utility Cooperative for periodic maintenance services of the aerial fiber optic cables at PMRF Koke'e and Makaha Ridge. These cables are critical for data transport between the Pacific Missile Range Facility Barking Sands and its remote sites. The contract is being awarded as a sole-source procurement under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 because the Kaua'i Island Utility Cooperative owns the fiber cable and the majority of the supporting infrastructure, including the power poles, making them the only responsible source capable of satisfying the agency requirement. The agreement consists of a 12-month base period with four additional 12-month option periods, and the government will not issue a synopsis when exercising these options. The work will be performed in Kekaha, Hawaii, under NAICS code 541519. This procurement is managed by the Department of Defense and is supported by an existing Memorandum of Agreement between the parties to ensure the continued operational integrity of the aerial fiber network.
