In the event of a tie, preference is given to resident North Dakota offerors. Bidders must be registered in the NDBuys system and provide proof of required insurance coverage and Secretary of State registration prior to contract approval. The contract mandates strict compliance with North Dakota Administrative Code, Title VI non-discrimination assurances, and the Americans with Disabilities Act.
