Synopsis: Notice of Intent to Award a Sole-Source Contract Announcement Number: NC-NL3000-22-00421 Project Title: Aerial Photo Services and storage The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Norfolk, VA office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with H.A.S. Images Inc. This is for aerial photographic and electronic digital scan products including processing, printing, scanning, and environmentally-controlled storage services of color, black and white panchromatic, and color and black and white infrared aerial film supplied by the National Geodetic Survey (NGS) Remote Sensing Division (RSD). The North American Industry Classification Code (NAICS) for this acquisition is 812921, Photofinishing Laboratories, with a business size standard of $22 million. Sole Source Justification The proposed contractor, H.A.S. Images, is the only company to possess the specialized expertise and required facilities as identified below: - H.A.S. is the only vendor with environmentally controlled space for storing exposed aerial film. A typical 250-foot aerial film roll in its protective cylindrical can measures 10 inches tall, by 6 inches in diameter. Other variant sizes are 125 feet; 200 feet; or 500 feet in length, all by 10 inches wide. Environmental controlled storage is critical to maintaining the integrity of historical and contemporary assets, i.e. rolls of film that are in the NGS library. - HAS is the only vendor at present with full laboratory and chemistry services able to handle large 10 inch square aerial film frames. The vendor must be able to handle large format film size for the events of: processing; reproduction of products; enlargements, and scanning; in addition to the archiving of the finished rolls. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities. However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to contact@example.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 4:00 PM EDT on August 5, 2022. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
