RFI - Photo Processing, Screening, and Delivery Services
Solicitation # 44DOC-S3407
The Nevada Department of Corrections issued Request for Information 44DOC-S3407 on October 2, 2026, to identify qualified vendors capable of providing secure photo-processing, screening, and delivery services for incarcerated individuals. The scope of work involves the automated screening of images to flag prohibited content such as gang-related imagery, violence, or sexually explicit material, as well as the printing of unbound loose photos in sizes ranging from 4x6 to 8x10 inches and the provision of specific holiday greeting cards. To maintain institutional security, vendors must ensure a sealed, verifiable chain of custody and pre-sort all shipments by institution, housing unit, and cell number, with each photo clearly marked with the recipient's full name, NDOC identification number, and processing date. This solicitation is strictly for information gathering to assist with budget justification and the development of future requests for proposals; therefore, no contract award will result directly from this RFI. Interested vendors must submit their response packets electronically via the NevadaEPro portal by October 29, 2026, at 3:00 pm PT. Required submissions include a cover letter, a detailed response to the scope of work, five professional references from correctional institutions, and documentation regarding automated screening technology, duplicate detection, and logistics workflows. While this is an RFI, the associated terms and conditions specify that any future state payments are typically processed electronically within 45 to 60 days of receipt.

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT This is a notice of intent to negotiate a sole-source contract pursuant to the authority of 41 U.S.C. 1901, which applies when the supplies/services required by the agency are only available from one responsible source and no other type of supplies or services will satisfy agency requirements. The Government intends to negotiate a contract with H.A.S. Images, Inc. (HAS), Dayton, OH, for the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), who has a requirement for four (4) years of continued aerial photographic and electronic digital scan products including: processing, printing, scanning, and environmentally-controlled storage services of color, black-and-white panchromatic, and color and black and white infrared aerial film supplied by the National Geodetic Survey (NGS). HAS is the only provider of the following: full laboratory and chemistry services, unexposed aerial film environmentally-controlled storage of 125 rolls or more, exposed aerial film environmentally-controlled storage of 6,000 rolls or more, and AR-5 reversal chemical processing capability. Consequently, HAS is the only known responsible source that can provide the aerial photographic and electronic digital scan products and environmentally-controlled storage required for this procurement. Additional information regarding this requirement can be found in the attached Statement of Work (SOW). Responses to this notice must be provided within fifteen (15) calendar days from the date of this notice. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 4:00 P.M. EDT, June 26, 2018. The responses may be submitted via e-mail to Jessica Doten, Contract Specialist, at jessica.doten@noaa.gov.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
