USAFE/AFAFRICA -- A4 Logistics function is currently in pursuit of a digital management system for the AF Form 864, Daily Requirement and Dispatch Record to manage aerospace ground equipment (AGE) across five (5) United States Air Force European locations. As well as an active inventory system that actively monitors and inventories in specified locations. Currently, equipment tracking and dispatch is an unorganized process managed through handwritten paper dispatch logs and often garbled requests transmitted over handheld radios. This system is not only highly inefficient, but is constantly plagued by lost paperwork, miscommunication, and an inability to effectively manage equipment resources. Vendors would be required to provide a data plan/data service as well as 5 devices per location to operate their software. Each location would also need to be able to grant multiple users (up to 100 users per location) access to the digital management system on their personal device as well as have an option for the oversight authority to be able to access each location's data/equipment dispatch information. The AF Form 864, as stated in the introduction, requires a multitude of listings and needs to be inventoried so each operational location can monitor where, when, how this equipment is being utilized. On this form, it states a few categories that are crucial in monitoring. These are: Date Shift/Work Center (Unit, Section) Total Runs Name of Dispatcher Field # Type Equipment (Equipment Serial Number) From what agency To what agency Time requested Time dispatched Priority Remarks Operator's Name/Signature Remarks Fuel Quantity Within this management system and tool, the user would need to be able to input these values into a digital AF Form 864 and be able to store within a set database and an external hard drive. In addition to these digital forms, a live database will be required to actively monitors input of the AF Form 864 form to account for current inventories, movement of equipment, and the duration of use. Please see Attachment 01 - AF Form 864 for the specifics on what the form entails. Questions regarding this sources sought are due to by Monday, 7 July 2025 at 1500 CEST. We are kindly requesting any input on whether your agency has the capability of developing this form of software for our systems and accommodate this software with specific hardware.

Türkiye Base Operations Support Acquisition (T-BOS)
Solicitation # FA564126R0005
The Türkiye Base Operating Support (T-BOS) acquisition, managed by the 764th Enterprise Sourcing Squadron, is a consolidated requirement to provide comprehensive installation management and core support services for the United States Air Forces in Europe and United States Air Forces Africa. The scope of work covers multiple locations, including Incirlik Air Base, Ankara Support Facility, Cigli Air Base, Istanbul, and HQ NATO LANDCOM. Key service areas include civil engineering, communications, force support, logistics readiness, housing management, and emergency services. The government intends to award a single Cost-Plus-Fixed-Fee Indefinite Delivery Indefinite Quantity (IDIQ) contract based on a best-value tradeoff process, where technical factors are considered significantly more important than cost. The procurement is currently undergoing a strategic pause of approximately 90 to 120 days following a scope revision on August 19, 2026. This decision follows the conclusion of mediation with the Türk Harb-İş labor union regarding a new Collective Labor Agreement (CLA), leading the government to cancel previous plans to descope 175 full-time equivalent positions and restore them to the consolidated requirement. Consequently, the final Request for Proposal (RFP) is delayed to allow for revisions to the Performance Work Statement, cost baseline estimates, and evaluation criteria. Prospective offerors must navigate specific requirements, including U.S. Secret security clearances for certain personnel, FedRAMP Moderate cloud hosting for dashboard systems, and strict adherence to the newly signed CLA wage rates and benefits.
