The University of Houston–Clear Lake is soliciting proposals for the interior tenant improvement of a 2,000 square foot space on level 2 of an existing building to establish an Aerospace Structures and Materials Lab, with scope including non-structural wall construction, new lighting, electrical and plumbing distribution, and finishes as detailed in Exhibit E: Drawings. The solicitation, identified as RFP759-26-011 and issued May 20, 2026, requires submission by June 23, 2026 at 3:00 PM CT via hand delivery to the SSCB Building, Room 3.306, and explicitly rejects email submissions. Proposals must be packaged as one unit containing two sealed envelopes: the first with two hard copies and a USB drive containing the main proposal including Exhibit A (Execution of Offer) and Exhibit C (Cost and Delivery Proposal), and the second with one copy and a USB of Exhibit D (Subcontracting Plan). All printed materials are limited to 30 pages (60 single-sided), excluding cover, table of contents, divider sheets, and the required appendices. The award will be based on a weighted evaluation of six criteria—credentials and cost proposal (30%), renovation experience (20%), construction team qualifications (20%), execution plan (10%), project scheduling (10%), and safety management (10%)—using a strict compliance framework under Texas Education Code § 51.783. The contract is structured as a lump sum price arrangement, with performance required within 120 days of issuance of a Notice to Proceed, and time is of the essence. Liquidated damages of $100.00 per diem apply for any delay beyond the contract time, regardless of whether the delay falls within the first 15, 16–30, or 30+ days. Delivery of goods must be FOB destination, and all work remains at the contractor’s exclusive risk until formal acceptance by the university. Payment terms require detailed invoices submitted to the university, with undisputed amounts paid within 30 days in accordance with Chapter 2251 of the Texas Government Code, subject to statutory certifications under state family and government codes. Contractors must provide proof of insurance including $1M general liability, $5M professional liability, statutory workers’ compensation, and $10M umbrella coverage, with the university named as additional insured and a waiver
