The City of Seattle's Office of Planning and Community Development is soliciting proposals for an Affordable Housing Nexus Study to support the Mandatory Housing Affordability program. The primary objective of this study is to quantify the demand for affordable housing generated by specific market-rate residential development prototypes, which will inform updated program requirements. The project is structured into four key tasks: project kickoff and coordination, market overview and affordability analysis, residential demand analysis, and the preparation of a final summary report. The City intends to execute the contract by December 15, 2026, with initial results expected in March 2027. Eligible consultants must have completed an affordable housing nexus study for another municipality within the last ten years. Proposals will be evaluated based on experience with nexus studies, project approach, team qualifications, and cost. The selected independent contractor must maintain specific insurance coverages, including one million dollars for general liability, automobile liability, and professional liability, and must hold both Seattle and Washington State business licenses. Submissions are due by November 10, 2026, via the City's electronic procurement portal.

Full Description

The City of Seattle's Mandatory Housing Affordability (MHA) program requires that developers of residential projects in certain zones limit the rental or sales price of some units to affordable levels or provide an in-lieu payment to the City's Office of Housing to fund affordable housing. In the coming months, the City expects to update MHA requirements. As one of many datapoints to inform MHA requirements, the City is conducting a nexus study. The purpose of the nexus study is to quantify the demand for affordable housing created by certain market-rate residential development prototypes.

Roots to Roofs Pilot Program: Verification Form for "Qualifying Community Development Organization" and "Equitable Development Use"
Solicitation # 2025-049
The Roots to Roofs Pilot Program, administered by the Seattle Office of Planning and Community Development, is a term-limited initiative established by Ordinance 127308 to encourage the development of low- to moderate-income housing and community-serving equitable development uses. The program provides alternative development standards for eligible projects, including exemptions from certain floor area ratio limits in multifamily and commercial zones and outright allowance in neighborhood residential zones. To qualify, a project must be a qualifying development, meaning a qualifying community development organization—such as a registered nonprofit, public development authority, or public housing authority—must hold at least a 51 percent ownership interest. Under solicitation 2025-049, applicants must submit a verification form and supporting documentation, such as mission statements or charters, to prove their status as a qualifying organization dedicated to preserving affordable housing, arts space, commercial space, or community gathering areas. If the project includes an equitable development use, the applicant must provide a narrative explaining how the project mitigates displacement pressure for specific at-risk communities. The verification process is a pass/fail determination made by the OPCD Director based on staff recommendations. Electronic applications are accepted through the OpenGov portal, with a response deadline of December 31, 2035.
