AI Contract Overview

The Air Force intended to explore contracting for Specialized Undergraduate Pilot Training Helicopter (SUPT-H) as a potential solution to address pilot shortages by issuing a sources-sought request for information (RFI) under solicitation number FA3002-17-RFI-SUPT-H. This effort was led by HQ AETC and AFICA 338 SCONS and aimed to gather industry feedback on outsourcing aspects of helicopter pilot training. However, after evaluating options, the Air Force decided not to pursue this contracting approach due to operational efficiencies realized by revising the T-6A training syllabi. The decision reflects a strategic shift away from external contracting in this area to internal training adjustments. Although no further action was taken on this contract opportunity, the Air Force expressed appreciation for industry engagement and transparency during the RFI phase. Any additional updates or new information related to this initiative are to be posted on the Federal Business Opportunities website. Questions regarding the RFI were directed to Stephen Pritchett, Chief of the Flying Training Section, who served as the contracting point of contact. This notice highlights the Air Force’s careful consideration of multiple approaches to mitigate pilot shortages while emphasizing adaptability in training programs.

General Info

Air Force considered outsourcing helicopter pilot training but chose internal T-6A syllabus revisions instead.

_________________________________________________________________________ UPDATE 8 JUN 18 HQ AETC and AFICA 338 SCONS would like to thank industry for their helpful responses and frank interactions regarding the RFIs issued to research the potential to contract for UPT-H/SUPT-H. Contracting for UPT-H/SUPT-H was one of many approaches the Air Force considered in its ongoing efforts to address aircrew shortages. However, the Air Force has decided to no longer pursue this effort because of the efficiencies it gained from revising the T-6A syllabi. If any further information develops, it will be posted to FBO.gov. All questions related to this RFI should be addressed to Stephen Pritchett at stephen.pritchett@us.af.mil.

Solicitation # FA3002_FMS_C208_PC12_SMT
The Department of the Air Force, specifically the Air Education and Training Command Special Missions Division and Air Force Security Assistance Training, is conducting market research to identify qualified commercial sources for turnkey flight and maintenance training on C-208B Grand Caravan EX and Pilatus PC-12 aircraft. The primary requirement focuses on Contractor-Owned, Contractor-Operated assets and facilities within the Continental United States under FAA civil certification. There is also a contingent requirement for OCONUS support via Mobile Training Teams utilizing host-nation assets. Training objectives include initial and recurrent qualification for pilots, Mission Systems Operators, and Loadmasters, with a specific emphasis on special missions such as Intelligence, Surveillance, and Reconnaissance, Tactical Airland, Short-Field, and Night Vision Goggle flight operations. Maintenance training will cover airframes, PT6A powerplants, and tactical gear. Interested respondents must submit a capability statement and a completed capability matrix detailing their operational locations, fleet availability, and instructional capacity. The government is seeking input on the most cost-effective contract structures, such as firm-fixed-price per student or a monthly retainer with variable costs per flying hour. Compliance with AETC syllabi and AETCMAN 11-2AA standards is mandatory, and contractors must be capable of managing Defense Base Act insurance, international deployment clearances via APACS, and Status of Forces Agreements for OCONUS operations. This effort is currently a Sources Sought notice under NAICS 611512 and does not yet constitute a formal request for proposal or a contractual obligation.
