Solicitation FA301626Q0276 is a firm-fixed-price request for quotation issued by the 502d Contracting Squadron at JBSA-Randolph for the turn-key delivery, assembly, and installation of a Biomedical Equipment Technician (BMET) Work Center Furniture Package at the Port San Antonio Consolidated Storage and Deployment Center in Texas. This requirement is 100% set aside for small businesses under NAICS 337127 and is conducted on a brand-name or equal basis, specifically referencing Lista/Vidmar products. The scope of work includes the procurement and installation of L-shaped technician and admin workbenches, straight ESD workbenches, various storage cabinets, and specialized seating. All ESD-safe components must meet ANSI/ESD S20.20 and EOS/ESD S4.1 standards. The contractor is also responsible for electrical hookups, ESD grounding, and adhering to DoD item unique identification and marking standards per MIL-STD-130 and MIL-STD-129. The government will utilize a Best Value Tradeoff source selection methodology to award the contract. Technical capability is evaluated on a pass/fail basis, while the delivery and installation schedule, past performance, and price serve as tradeoff factors. Non-price factors are considered significantly more important than price in the final determination. All items must be delivered and installed by September 30, 2026. Offerors are required to submit a four-part electronic proposal covering technical capability, delivery schedules, past performance, and pricing. Invoicing and payment will be processed electronically through the Wide Area WorkFlow (WAWF) system.

The Department of the Air Force is seeking industry input for the procurement of four heavy-duty modular electronic repair workbench systems under the Pre-Solicitation Notice AFREP Modular Electronic Repair Workbench Systems, identified by solicitation number FA560626QA052. The requirement is structured as a Brand Name or Equal acquisition with LISTA as the target brand, but vendors offering technically equivalent solutions are strongly encouraged to respond. The workbenches must satisfy strict physical, functional, and performance criteria detailed in the attached Salient Characteristics document, including precise dimensional tolerances, weight capacity, electronic drawer access control, and integrated ESD and power management systems. All submissions must demonstrate compliance with these non-negotiable parameters to ensure compatibility with existing facilities at Spangdahlem Air Base, Germany, and to avoid operational disruptions or safety risks. Aesthetic equivalence is permitted where specified, but core structural and technical specifications are mandatory. This is a market research initiative, not a formal solicitation, and responses are due by July 28, 2026. Interested vendors must submit a brief Capability Statement outlining their ability to meet the specified requirements, whether offering the LISTA brand or a comparable alternative. The Government will use the responses to assess industry capability and plan for a future Request for Quote. Delivery, shipping, and on-site installation are included in the turnkey requirement, and performance will occur at Spangdahlem Air Base. All inquiries should be directed to Primary Point of Contact A1C Rylan Tuson or Secondary Point of Contact Alexis Poore. No small business set-aside is planned, and the NAICS code for this effort is 337127.

Full Description

This Pre-Solicitation Notice is posted in accordance with RFO Part 5.101. The Department of the Air Force intends to issue a solicitation for the procurement of four (4) specialized, heavy-duty modular electronic repair workbench systems. This turnkey requirement includes vendor-provided shipping, delivery, and on-site installation at Spangdahlem Air Base, Germany.

This requirement is being executed as a "Brand Name or Equal" acquisition (Target Brand: LISTA) to meet stringent operational, safety, and spatial tolerances within the existing facility. We highly encourage and welcome submissions from vendors offering alternate "equal" solutions.

To be considered technically acceptable, offerors proposing an "equal" product must demonstrate that their proposed solution meets or exceeds the physical, functional, and performance requirements outlined in the attached Salient Characteristics document. While aesthetic equivalents are acceptable where noted, the Government must adhere strictly to the core physical parameters established in the salient characteristics—specifically dimensions, weight capacity, electronic access control, and ESD/power management. Strict adherence to these minimum thresholds is mandatory to prevent critical operational disruptions, safety hazards, and facility layout impacts.

At this time, the Government is conducting market research to gauge industry capability and interest. Interested vendors who can provide the LISTA brand or a technically equivalent product that meets the attached Salient Characteristics are requested to submit a brief Capability Statement. Submissions should clearly address the vendor's ability to meet the dimensional tolerances, load capacities, and electronic drawer access requirements.

(Please note: This is a pre-solicitation notice for market research and planning purposes only. A formal Request for Quote (RFQ) will be issued at a later date.)
