This Pre-Solicitation Notice is posted in accordance with RFO Part 5.101. The Department of the Air Force intends to issue a solicitation for the procurement of four (4) specialized, heavy-duty modular electronic repair workbench systems. This turnkey requirement includes vendor-provided shipping, delivery, and on-site installation at Spangdahlem Air Base, Germany.


This requirement is being executed as a "Brand Name or Equal" acquisition (Target Brand: LISTA) to meet stringent operational, safety, and spatial tolerances within the existing facility. We highly encourage and welcome submissions from vendors offering alternate "equal" solutions.


To be considered technically acceptable, offerors proposing an "equal" product must demonstrate that their proposed solution meets or exceeds the physical, functional, and performance requirements outlined in the attached Salient Characteristics document. While aesthetic equivalents are acceptable where noted, the Government must adhere strictly to the core physical parameters established in the salient characteristics—specifically dimensions, weight capacity, electronic access control, and ESD/power management.
