This is a combined synopsis/solicitation for a commercial item issued by the AFRL/RIZ, Wright-Patterson Air Force Base, Ohio. This announcement constitutes the only solicitation being issued for the requirement described herein.

EVALUATION OF OFFERS:


The provision at RFO 52.212-2, Evaluation – Commercial Products and Services, will be used to evaluate quotes received.


The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.



The following factors shall be used to evaluate offers:  Lowest Price Technically Acceptable


(1) Price


(2) Technical Acceptability


(a) In order for this quote to be considered “Technically Acceptable” it must meet all specification requirements in the Minimum Requirements Document dated 20 May 2026.


The Government will use the following process to evaluate proposals if more than five (5) offers are receivied:


Step 1: Proposals will be ranked by total price (lowest to highest)


Step 2: Starting with the lowest priced proposal, the government will evaluate that proposal to determine if it is rated Acceptable.


Step 3: If the lowest priced proposal is rated Acceptable and also conforms to the requirements of the RFQ, award will be made to that Offeror. If the lowest priced proposal ranked in Step 1, is not rated Acceptable or does not conform to the RFQ requirements, the Government will evaluate the next lowest price proposal to determined it is rated Acceptable and conforms to the RFQ requirements. If that proposal is rated Acceptable and conforms to the FOPR requirements, award will be made to that Offeror.


This process will be followed until a proposal is found to be acceptable and conforms to the RFQ requirements. Once that happens, the Government will not evaluate any further proposals. Therefore, it is possible the Government will not evaluate all proposals submitted for technical acceptability.



Offerors shall assume that the Government has no prior knowledge of its facilities, capabilities, and experience and will base the evaluation solely on the information presented in the Offeror’s proposal.


The Government reserves the right to award all, some, or none, of the items listed in this solicitation. The Government reserves the right to resolicit if results garner only one qualifying quote, if it’s determined to be in the best interests of the Government.
