AGI COMSPOC is set to provide continuous, 24/7 high-definition ephemeris and safety of flight services for three GOES spacecraft, significantly improving the Engineering team's capability to perform conjunction analysis. This includes detailed assessments of geosynchronous Earth orbit events, daily close approach reports for active satellites and debris using AGI’s HiDEph software, support for planned and risk mitigation maneuvers, and realistic calculations of collision probability to offer enhanced risk resolution. The use of AGI’s proprietary Satellite Tool Kit (STK) highlights reliance on established and proven orbit determination software, responding to the increasing challenge posed by the growing population of geostationary satellites and space debris, and thereby protecting critical meteorological infrastructure. The government intends to award a firm-fixed price commercial services contract for a 12-month base period. While publishing this notice for informational purposes and not as a solicitation for competitive quotes, it invites interested parties capable of meeting the requirements to submit written affirmative responses with detailed technical capability statements. These responses must be comprehensive enough for the agency to confirm genuine capability. Submission of such documentation is a prerequisite for consideration, and the government reserves sole discretion to open or forego competition based on the responses received. All communications and capability statements must be submitted within 15 calendar days of the notice publication to designated government contacts.

Notice of Intent to Sole Source AGI COMSPOC will provide 24/7 services of high definition ephemeris and safety of flight for three GOES spacecraft enhancing Engineering's ability to conduct conjunction analysis in several ways: (1) Analysis of Geosynchronous Earth Orbiting (GEO) spacecraft events, (2) Daily Close Approach reports using the HiDEph for active satellites and debris objects; (3) HiDEph for planned and risk mitigation maneuvers; (4) Realistic covariance and probability of collision allowing greater resolution of risk assessment. These reports and analysis will provided by Satellite Tool Kit (STK), AGI's proprietary orbit determination software which the engineering has used for many years. Given the growing numbers of geo-stationary and space debris, the enhanced capabilities realized by subscription to AGI COMSPOC services is considered an effective return on investment in protection of this critical meteorological infrastructure. The Government anticipates a firm-fixed priced commercial services contract with a base period of twelve (12-Months). This notice is published for informational purposes only and is not a request for competitive quotations. However, offerors who believe they can meet this requirement are to submit in writing an affirmative response. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
