The Naval Air Systems Command awarded a sole source Firm Fixed Price, indefinite delivery indefinite quantity contract to Raytheon Missiles and Defense, Inc. for the depot maintenance and engineering services of the AGM-88B/C/F High Speed Anti-Radiation Missile (HARM) weapon system. Spanning a five year period from fiscal year 2020 through 2025, the agreement encompasses sustainment, repair analysis, and depot maintenance for the missiles, related avionics components, and support equipment to serve the US Navy, US Air Force, and Foreign Military Sales customers. The contract was awarded without competitive bidding under the authority of 10 USC 2304(c)(1) and FAR 6.302-1 because Raytheon is the original designer and manufacturer of the HARM system. This sole source justification is based on the determination that awarding the contract to any other source would result in substantial duplication of costs and risks that would not be recovered through competition. Performance of the contract is centered in Tucson, Arizona.
