Issued by Agriculture and Irrigation, solicitation AB-2026-06743 seeks a provider to develop fish protection objectives for water management diversions in Alberta. The primary goal is to identify specific fish species and size targets to prevent entrainment at the CBRH and WH diversions by modeling the resulting effects on Bow River fish populations. This involves adapting existing population and entrainment models for Rainbow Trout and creating new cumulative effects models for Brown Trout and Mountain Whitefish to test various protection scenarios. The project will evaluate the effectiveness of JOE models and potentially implement CEMPRA modeling if required to better analyze fish protection outcomes. Ultimately, the contractor will describe how reduced entrainment impacts the size and structure of sport fish populations and establish clear targets for provincial fisheries and water management staff to use in planning and implementation. Responses to this solicitation are due by October 26, 2026.

Full Description

The purpose of the project is to identify fish species and size targets for protection from entrainment at the CBRH and WH diversions based on modelling the effect of protection on Bow River fish populations. The objectives of the project are to: • Adapt Bow River Rainbow Trout cumulative effects JOE model, Bow River Rainbow Trout population model, and CBRH fish entrainment model to test the effect of multiple fish protection scenarios on Rainbow Trout entrainment and river population trajectory; • Develop cumulative effects JOE models for Brown Trout and Mountain Whitefish and test the effects of multiple fish protection scenarios; • Evaluate the utility of JOE models to analyze the effect of fish protection from entrainment and determine if alternative modeling (eg: Cumulative Effects Modelling for Priority of Recovery Actions – CEMPRA) is necessary; • If approved, develop CEMPRA models and test the effects of multiple fish protection scenarios; • Describe the effect of reduced fish entrainment at the CBRH water diversion on the size and structure of Bow River sport fish populations; • Develop fish size and species targets that can be used by provincial fisheries management and water management staff to evaluate and plan for fish protection implementation.

Agriculture and Irrigation - Request for Proposal - Irrigation Repair and Replacement
Solicitation # AB-2026-06638
This project involves the reorganization and optimization of irrigation systems across the Brooks and Bow Island areas to increase irrigated acreage and support agricultural research in Southern Alberta. A single contractor will be responsible for a two-phase turnkey operation. Phase one requires the relocation of two seven-tower linear pivots from the County of Forty Mile to six separate fields in the County of Newell, including the installation of generators, panels, and guidance systems. Phase two focuses on the Bow Island site, involving the removal of old mainlines and electrical services, and the installation of a new mainline, power systems, VFD, and a remote-operated center pivot with a minimum capacity of 1000 GPM. All work must be completed between the 2026 harvest and the 2027 seeding season to ensure full irrigation capacity for the 2027 field season. The project requires coordination between multiple stakeholders, including the Counties of Newell and Forty Mile, the Ministry of Infrastructure, and various irrigation districts. Interested parties must contact the Contracting Manager by October 12, 2026, to schedule a site visit for October 13, 2026. Proposals are due by November 6, 2026, under solicitation number AB-2026-06638.
