This project involves the reorganization and optimization of irrigation systems across the Brooks and Bow Island areas to increase irrigated acreage and support agricultural research in Southern Alberta. A single contractor will be responsible for a two-phase turnkey operation. Phase one requires the relocation of two seven-tower linear pivots from the County of Forty Mile to six separate fields in the County of Newell, including the installation of generators, panels, and guidance systems. Phase two focuses on the Bow Island site, involving the removal of old mainlines and electrical services, and the installation of a new mainline, power systems, VFD, and a remote-operated center pivot with a minimum capacity of 1000 GPM. All work must be completed between the 2026 harvest and the 2027 seeding season to ensure full irrigation capacity for the 2027 field season. The project requires coordination between multiple stakeholders, including the Counties of Newell and Forty Mile, the Ministry of Infrastructure, and various irrigation districts. Interested parties must contact the Contracting Manager by October 12, 2026, to schedule a site visit for October 13, 2026. Proposals are due by November 6, 2026, under solicitation number AB-2026-06638.

Project Background: To maximize the irrigation potential of the land in the Brooks and Bow Island areas, we need to reorganize the placement of the linear pivots as well as demo old and repair irrigation line. Relocating the two linear pivots to the Brooks area would significantly increase the irrigated acreage, effectively doubling the irrigation capacity across the three locations. Access to irrigated land for agricultural research in Southern Alberta has been a high priority for researchers working with the County of Newell. Moving the linear pivots from the Bow Island property will also provide an opportunity to optimize the irrigation layout at that location. Improving the irrigation efficiency at all farm sites will make the land more attractive to lease and provide leaseholders with greater flexibility to irrigate as needed. Project Objectives: The project will be broken down into 2 distinct phases. We would like to have a single contractor responsible for managing all aspects of this project. Phase one of this project will include separating and moving two, seven tower linear pivots from SE 17-9-11-W4 (County of Forty Mile) to three separate field locations in the County of Newell near Brooks, AB. The two linear pivots will need to be separated and re-setup in 6 different fields with 5 fields requiring 2 towers and 1 field requiring a 3-tower set up. Once set up, each new installation will require a generator to operate it, a new panel, and a guidance system to direct it. The successful proposal will ensure to the best of their abilities which system set up will best match each field. Once the site at SE 17-9-11-W4 is cleared of the linear pivot spans, the second phase will be to remove the existing mainline and electric service (approximately 700 m), remove and install a new mainline (approximately 350 m), new power from the pumphouse to the new pivot pad (approximately 350 m), new electrical panels and VFD, and new low pressure centre pivot. The design of the pivot and sprinkler package should be for no less than 1000 GPM. The centre pivot will be required to have GPS guidance and be set up to be operated remotely. It is anticipated that this will be a turnkey operation that maximizes the acres that the LPCP can cover. All work to be completed after harvest (2026) and before seeding (2027). Project Structure/Business Model: This project needs to be managed and maintained by the contractor awarded the bid. Changes and updates need to be communicated to the Contracting Manager and the CDC Project Coordinator. The project may need to have phase 1 and phase 2 happening concurrently. The winning proposal should outline clearly how they will ensure the timely completion of this project so that all areas will be able to be irrigated at the starting of the field season in 2027. Key Stakeholders: The key stakeholders of this project are listed below: • Contractor • County of Newell • County of Forty Mile • Ministry of Infrastructure • Eastern Irrigation District • St. Mary’s Irrigation District • GOA on-site staff • Field Lease Holders Related Project Documents: All documents will be available upon request during the suggested walk through to all interested parties creating a proposal to this RFP. We have access to original drawings for all sites as available. Miscellaneous: Walk through of the removal of the linear pivots at SE 17-9-11-W4 will be available between 9 am and 2 pm on October 13, 2026. Please create the site visit time by contacting the Contracting Manager before October 12th, 2026.
