MQ-4C Universal Lifting SlingThe Naval Air Warfare Center Aircraft Division at Lakehurst plans to procure the Universal Lifting Sling, Part Number 4106AS0150-2, and upgrade existing units from Part Number 4106AS0150-1 to the newer configuration, under a sole-source award to VEP Manufacturing Inc. This requirement is critical for the MQ-4C Triton Unmanned Air Systems Program and supports the safe hoisting of key air vehicle components. The item is designated as an Aviation Critical Safety Item, and VEP Manufacturing Inc. is the only approved source with explicit authorization from NAWCAD Lakehurst, the technical authority, meaning no alternative supplier can be used without undergoing a lengthy 12-month engineering and quality assurance audit which would disrupt program timelines. The government is acting under FAR 12.102(a) to justify the lack of competition due to the absence of viable alternatives. Interested parties may submit a Source Approval Request package within fifteen days of the synopsis publication to be evaluated for possible qualification as an alternate source, though failure to meet strict documentation requirements—including certified drawings, manufacturing process sheets, production records, comparative analyses, and inspection method sheets—will result in disqualification. Responses must include valid System for Award Management registration and be submitted by 4:00 PM Eastern Time on July 30, 2026, to the designated point of contact. This notice does not constitute a competitive solicitation, and the government reserves the right to proceed with sole-source award to VEP Manufacturing Inc. based on the absence of qualified alternatives. The procurement is tied to NAICS code 333924 with performance occurring at Joint Base MDL, New Jersey.

C/KC-130T Level II: Kinston Depot Standup Support EquipmentThe Naval Air Warfare Center Aircraft Division at Joint Base MDL, New Jersey, plans to award a sole-source contract to Midwest Aircraft Machine & Tool Company, the authorized distributor for Rolls-Royce, for the procurement of three proprietary parts: Part Number 23055812 SET, BORESCOPE GUIDE TUBE; Part Number 23066649 SET, REM/INSTL, PU ACCY DR G/B & GMAD SEAL; and Part Number 23068494 BORESCOPE PLUG PULLER. These components are essential for performing Organizational, Intermediate, and Depot Level Maintenance on C-130 type aircraft as part of the Kinston Depot C-130 project’s initial stand-up requirements. The acquisition is justified under Title 10, U.S.C. 3204(a)(1) and FAR 6.103-1(c)(2)(ii) due to the proprietary nature of the parts and the absence of any other sources capable of meeting the agency’s technical specifications. Although this is a presolicitation notice and not a formal request for proposals, responses submitted within fifteen days of the posting date are accepted for consideration, though the government retains full discretion to proceed without competition. The solicitation number is N6833526Q1182, with a response deadline of July 29, 2026, and the place of performance is Cape May Court House, New Jersey. MQ-25A Bomb Hoist, HLU-288/E (SHOL's) P/N: 1353AS100-1The U.S. Navy, through the Naval Air Warfare Center Aircraft Division at Lakehurst, intends to procure Bomb Hoists, HLU-288/E (SHOL’s), part number 1353AS100-1, for use on the MQ-25A Stingray Unmanned Aerial System under a fixed-price contract awarded on a limited competitive basis between two approved sources: Warren Machine Technology and DeVal Life Cycle Support, LLC. The item is classified as a Critical Application Item, requiring authorization from the Technical Authority, NAWCAD Lakehurst, to ensure compliance with aviation safety standards. Only these two entities are currently approved to manufacture the hoist, as any alternative supplier would require a lengthy 12-month engineering and quality assurance audit, which would significantly delay delivery critical to the MQ-25A program. The procurement leverages statutory authority permitting sole-source awards when only one responsible source exists, and competition is not feasible. Alternate offerors may submit a Source Approval Request within 15 days of the synopsis publication, providing detailed documentation including configuration drawings, manufacturing process sheets, past delivery records, comparative analyses of similar parts, and inspection method sheets to demonstrate equivalency. The Government will evaluate these submissions solely to determine whether to open the requirement to broader competition but is under no obligation to award a contract based on responses. This notice is informational only, not a solicitation, and all responses are voluntary. The point of contact for all inquiries is Duane Hines, with submissions due by July 24, 2026. The contract falls under NAICS code 333923, with performance to occur in Cape May Court House, New Jersey.
