Ahemostatic Dressing, Combat Gauze SPM2D0-11-D-0001

(1) Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Medical Readiness Support Division, is the contracting activity. (2) The action submitted for approval is a JEFO for the acquisition under North American Rescue contract SPM2D0-11-D-0001 valid through August 9, 2021 (3) The action submitted for approval is the acquisition of a Medical Surgical item for the Marine Corps Logistics Command. The total estimated dollar value of this action is $434,610.00. (4) The authority waiving the competition requirements is FAR 16.505(b)(2)(i)(B), only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The use of this authority is necessary due to the fact that North American Rescue is the only known supplier of the Ahemostatic Dressing, Combat Gauze. Draegar Medical is the only listed manufacturer for part number #30-0070. North American Rescue has this item on a Medical Readiness contract and can meet the current needs of the Government. North America is not the only known manufacturer/distributor for this item, but they are the only contractor that is supporting this item on a Readiness Program contract. Z-Medica, LLC is another manufacturer, however they do not possess a Medical Readiness Contract which eliminates them as a competitor. The use of this authority is necessary due to the fact that North American Rescue is the only known manufacturer within the Medical Readiness Program of Combat Gauze Hemostatic-XL. North American Rescue has this item available and can meet the current needs of the Government.
