The Jet Propulsion Laboratory (JPL), a Federally Funded Research and Development Center managed by Caltech for NASA, is conducting pre-RFI market research to identify qualified small businesses, small business joint ventures, or small business-led teams with expertise in spacecraft electrical power systems (EPS). Under NAICS code 336414, with an SBA size standard of 1,300 employees, JPL is seeking capabilities across the entire EPS lifecycle, including design, development, analysis, integration, testing, and qualification. Specific technical areas of interest include EPS architecture, power electronics, high-voltage solar arrays, energy storage, battery systems, radiation and environmental analysis, and the interaction between power systems and electric propulsion. Interested respondents must submit their company information, socioeconomic classifications, and a capability mapping matrix to the JPL Small Business Programs Office by November 13, 2026. Submissions must include at least three examples of relevant past performance detailing contract values and technical scopes. While JPL hosted informational webinars in September 2026 to address questions, this effort is strictly for market research; there is currently no commitment or guarantee that this process will lead to a formal Request for Information (RFI) or Request for Proposal (RFP).

AI Contract Overview

The Naval Air Systems Command awarded a cost reimbursement contract to Raytheon Missile Systems for Increment III of the AIM-9X Block II System Improvement Program. This initiative focuses on the design, development, integration, and testing of hardware modifications to address component obsolescence and Cost Reduction Initiative requirements. Additionally, the program encompasses software modifications to the Operational Flight software to improve system performance, support Foreign Military Sales, and expand platform integration readiness across threshold and objective aircraft platforms. Due to Raytheon's role as the original designer and manufacturer and the government's lack of a Technical Data Package for re-procurement, this contract was awarded under the authority of 10 U.S.C. 2304(c)(1) as a sole-source procurement. This determination was made to avoid substantial duplication of costs that would be required to qualify an alternative source. The broader scope of associated efforts includes missile production and sustainment support through 2019, ensuring the continued operational viability of the AIM-9X system.

Full Description

The Naval Air Systems Command (NAVAIR) awarded a Cost Reimbursement contract to Raytheon Missiles Systems (RMS), 1151 East Hermans Road, Tucson, AZ 85734-1337 for Increment III of the AIM-9X Block II System Improvement Program (SIP III). This program is for the design, development, integration, and test of hardware modifications to meet component obsolescence and Cost Reduction Initiative requirements, and for the design, development, integration and test of software modifications of the Operational Flight software (OFS) to enhance system performance, support Foreign Military Sales (FMS) and expand platform integration readiness. The Contract will also provide for aircraft integration on threshold and objective aircraft platforms. In 1996, Hughes Missile Systems Company (subsequently acquired by Raytheon Missile Systems (Raytheon)) was competitively selected to be the designer, developer, manufacturer and integrator of the AIM-9X missile. At that time, the Government did not procure a Technical Data Package (TDP) for re-procurement purposes and required Raytheon to retain configuration control of items not affecting the system specification. In order to award a contract for the efforts described in this synopsis to any source other than Raytheon, the Government would have to procure the TDP and invest substantial funds in qualifying a second source. Therefore, the efforts described in this synopsis cannot be performed by any source other than Raytheon without substantial duplication of costs that are not expected to be recovered through competition. The authority for Other than Full and Open Competition is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements."

Technical deliverables must be packaged in security-hardened Docker containers and deployed via Kubernetes or OpenShift, with a requirement for ETL/ELT pipelines to maintain at least 98 percent data completeness and accuracy. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. Work may be performed at contractor facilities, authorized government locations in the National Capital Region, or through approved hybrid arrangements.
