Solicitation # 80JSC027R0004
The National Aeronautics and Space Administration Johnson Space Center is soliciting proposals under solicitation 80JSC027R0004 for the Commercial Low Earth Orbit Destination Contract. This effort seeks a Multi-Award Indefinite Delivery/Indefinite Quantity contract, utilizing a Firm-Fixed-Price structure, for the design, development, manufacture, launch, and operation of a Commercial LEO Destination System to succeed the International Space Station. The system comprises three primary components: the Crew Transportation System, the Commercial LEO Destination, and the Cargo Transportation System. Performance is measured across three capability categories ranging from one-month crew tended missions to six-month standard service missions. The contract includes a base ordering period from April 2027 through April 2035, with two subsequent option periods extending the potential performance through April 2042. Proposals are due by December 8, 2026, at 1:00 p.m. Central Time, with Volume III regarding past performance requested early on November 24, 2026. Award decisions will be based on best value, evaluating Mission Suitability, Price, and Past Performance, with Mission Suitability being the most significant technical factor. The scope of work involves rigorous certification and safety standards, including compliance with AS9100 and specific human space flight requirements. Key contractual obligations include the submission of an Organizational Conflicts of Interest plan, adherence to the Outer Space Treaty, and the procurement of specific property damage insurance for certain launch vehicle categories. The Naval Air Systems Command awarded a Fixed Price Incentive Firm modification to contract N00019-15-C-0092 for the Lot 16 production of AIM-9X Block II Sidewinder Missiles, which includes a priced option for Lot 17. This procurement encompasses tactical missiles, captive air training missiles with containers, training and test missiles, tooling, special test equipment, and related supplies. These assets are intended for use by the United States Navy, Air Force, Army, and Foreign Military Sales customers. The contract was awarded as a sole source to Raytheon Missile Systems based on the authority of FAR 6.302-1 and 10 U.S.C. 2304(c)(1), as Raytheon is the only responsible source capable of satisfying the requirements. Because the government did not procure a technical data package for re-procurement purposes to save costs, Raytheon retains configuration control. Consequently, the costs associated with qualifying a second source would be prohibitive and not recoverable through competition, justifying the continued exclusive partnership with Raytheon for production and sustainment through fiscal year 2019.

Full Description

Naval Air Systems Command (NAVAIR) awarded procurement of Lot 16 Production of AIM-9X Block II Sidewinder Missiles with a priced option for Lot 17, as a FPIF modification to the N00019-15-C-0092 contract. The AIM-9X Block II production procurement is for Tactical Missiles, Captive Air Training Missiles with associated containers, and training and test missiles, tooling and special test equipment, and related supplies for the United States Navy, United States Air Force, United States Army and FMS customers. NAVAIR awarded this procurement sole source to Raytheon Missile Systems (RMS), 1151 East Hermans Road, Tucson, AZ 85756-9367, based on the authority provided in FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. In 1996, Hughes Missile Systems Company (HMSC) (subsequently acquired by Raytheon Missile Systems) was competitively selected to be the designer, developer, manufacturer, and integrator of the AIM-9X missile. As a cost-savings initiative, the Government did not procure a technical data package for re-procurement purposes and required Raytheon to retain configuration control of items not affecting the system specification. A substantial amount of the costs to procure the technical data package and qualify a second source would not be recovered through competition. Therefore, the efforts described herein cannot be performed by any source other than Raytheon.
