Full Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm-Fixed-Price order under Basic Ordering Agreement (BOA) N00019-14-G-0018 to update existing Harpoon Tactical Training Program software, provide related technical data and support for the software. Contract award is anticipated for the second quarter of fiscal year 2016 and all deliveries are expected to be made within 10 months of contract award. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NAVAIR intends to award this effort to Delex Systems, Incorporated. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received within thirty days after date of publication of this synopsis will be considered by the Government. Delex Systems, Inc. is the sole designer, developer and manufacturer of the Harpoon Tactical Training Program and has past history in designing, developing, and modifying a variety of Harpoon training systems, including the Harpoon Embedded Trainer, Harpoon Employment Training Aid, and Submarine Embedded Trainer. Delex developed Harpoon Block II Missile training systems at their own expense, so the Government has restricted rights to the software. Accordingly, Delex Systems, Inc. is the only known, qualified, responsible source that can fulfill the requirements herein. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
