The Jet Propulsion Laboratory (JPL), a Federally Funded Research and Development Center managed by Caltech for NASA, is conducting pre-RFI market research to identify qualified small businesses, small business joint ventures, or small business-led teams with expertise in spacecraft electrical power systems (EPS). Under NAICS code 336414, with an SBA size standard of 1,300 employees, JPL is seeking capabilities across the entire EPS lifecycle, including design, development, analysis, integration, testing, and qualification. Specific technical areas of interest include EPS architecture, power electronics, high-voltage solar arrays, energy storage, battery systems, radiation and environmental analysis, and the interaction between power systems and electric propulsion. Interested respondents must submit their company information, socioeconomic classifications, and a capability mapping matrix to the JPL Small Business Programs Office by November 13, 2026. Submissions must include at least three examples of relevant past performance detailing contract values and technical scopes. While JPL hosted informational webinars in September 2026 to address questions, this effort is strictly for market research; there is currently no commitment or guarantee that this process will lead to a formal Request for Information (RFI) or Request for Proposal (RFP).

AI Contract Overview

The Naval Air Systems Command intends to award a firm-fixed-price contract to The Boeing Company to develop an Engineering Change Proposal for establishing SALVO 2 and SALVO 3 configurations on existing Harpoon Exercise Missiles. This effort supports the United States Navy and various Foreign Military Sales customers. The acquisition is being pursued on a sole source basis because Boeing is the sole designer, manufacturer, and integrator of the Harpoon Weapon System and SLAM-ER missiles, possessing the proprietary technical documentation and specialized facilities necessary to complete the requirements. The contract award was anticipated for the first quarter of fiscal year 2016. While the government allowed for the submission of capability statements from other responsible sources, Boeing was identified as the only qualified source capable of furnishing the supplies and services within the required timeframe. All associated data for the weapon systems is export controlled and restricted from foreign sources.
