Full Description

The Missile Defense Agency (MDA), Ground-based Midcourse Defense (GMD) Program is conducting market research to determine interest and capability for sources to develop, qualify, and deliver by 2021 a 50-inch diameter Boost Vehicle (BV) that is a multi-stage Solid Rocket Motor (SRM) system designed to provide the necessary energy to deliver a Kill Vehicle to a predetermined location in space at a predetermined time. MDA must conduct existing BV obsolescence redesign and implement survivability enhancements for High Altitude Exo-Atmospheric Nuclear Survivability (HAENS) and lightning in order to satisfy reliability, producibility, availability, and maintainability requirements. Existing configurations can no longer be procured due to specific parts obsolescence in the guidance set. MDA currently calls this effort "GMD C3 BV Acquisition;" however, the title may evolve as the acquisition strategy matures. This Request for Information (RFI) is intended to help MDA make informed acquisition decisions to: - Assess the current marketplace and existing industry capabilities to deliver a C3 BV capability that meets specifications; - Obtain recommendations from industry on the contract duration/period of performance, acquisition strategies and approaches (including contract and incentive structures) that are available to support the GMD C3 BV Performance Work Statement; - Identify and assess the major risks to the acquisition; - Identify and mitigate any potential barriers to competition; - Determine industry data/information needs to support proposal preparations; - Outline program cost, cost drivers, potential cost impacts and risks; and - Identify areas that could be set-aside for small business. Please download the attached PDF File "GMD C3 BV RFI FINAL" for further information. NOTE: The format requirements for RFI responses are detailed under the Submission Requirements Section of the attached RFI. This is a market research announcement for informational planning purposes only and does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by MDA. Information submitted will be considered as an exchange of capabilities and may be used as part of the future RFP. MDA will not accept any responses submitted as classified information. Any proprietary information provided should be properly marked. No RFP/solicitation will be issued at this time. Participation in this effort is strictly voluntary with no costs incurred or obligations made on behalf of MDA. MDA is in no way bound by the information obtained through this RFI should an RFP/solicitation be issued at a later date. Responses to this notice will not be construed as an offer and will not be accepted by MDA to form a binding contract. Respondent's information/documents submitted in response to this RFI will not be returned. The Respondent's information/documents should be complete, informative, and demonstrate clear competencies and expertise in managing, executing, and delivering a qualified GMD C3 BV asset. MDA is conducting an information-driven decision making process that requires additional information to plan and execute successful acquisitions for the GMD program. This RFI is part of the overall market research activity to collect, organize, maintain, analyze, and present data in accordance with Federal Acquisition Regulation (FAR) 2.101.

Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to [email hidden].

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.
