Request for Information (RFI)


Intent of the Notice: Army Contracting Command - Orlando (ACC-Orlando), for the U.S. Army Capability Program Executive Simulation, Training, Test and Threats (CPE ST3), in support of Product Manager Tactical Training Systems (PdM TTS), is conducting market research to determine whether responsible industry sources exist that can provide uninterrupted Aerial Remotely Piloted Vehicle Target (ARPVT) systems (Group 2 and 3) and services support without substantial duplication of cost to the Government or unacceptable delays in fulfilling agency requirements. The Government is considering the most effective acquisition approach for continued ARPVT support, which may include an extension of the current Griffon Aerospace Inc. for up to five years for the ADA-T II contract, W900KK-22-D-0010. This RFI is issued for market research purposes and to assist the Government in determining whether the requirement should be competed or whether a noncompetitive action may be supportable under Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 6.103-1(c)(2). This RFI is issued in accordance with DFARS Revolutionary FAR Overhaul PGI 206.103-170.


Background: The ADA-T II contract was established to provide manufacturing of aerial targets, support services, related support equipment, mission payload system devices, training, and associated technical and logistics support. The current effort includes support for MQM-170, MQM-171 and MQM-186 aerial target operations and related field services.  The Government does not own build-to-print technical data packages (TDP) or software source code for the MQM-170, MQM-171, or MQM-186. Prior market research and acquisition planning associated with ADA-T II Delivery Orders recognized that the pre-existing ADA-T II IDIQ contract vehicle was established to address the technical scope of the effort, and that no readily available commercial solution was identified to meet the requirement without additional integration, qualification, transition, and schedule risk.


Brief Description: The Government requires continued ARPVT support to procure, operate, maintain, repair, transport, store, and support aerial target systems and associated equipment in support of live training, test, and evaluation events. The requirement may include, but is not limited to, engineering services, aerial target operations, target system production, depot-level repair and maintenance, mission payload support, field operations services, qualification training, inventory and transfer support, spares, ground support equipment, Government Furnished Property (GFP) accountability, reporting, logistics planning, and event support at CONUS and OCONUS locations as directed by the Government.


Purpose of Industry Response: The Government is requesting capability statements from industry to determine whether any source, other than the incumbent contractor, can perform the requirements within the Government’s required schedule while avoiding duplication of cost and transition delays. Responses should provide enough information for the Government to assess technical capability, schedule risk, cost duplication, access to necessary data/equipment, and relevant past performance. The Government will use the information received to support acquisition planning, market research, and determination of whether competition is practicable.


Requested Information:


1.       Company name, address, CAGE code, Unique Entity ID, point of contact, telephone number, and email address.


2.       Socioeconomic status, applicable NAICS code(s), and whether the company intends to perform as a prime contractor, subcontractor, teaming partner, or joint venture.


3.       Description of current technical capability to support MQM-170, MQM-171, and MQM-186 (or equivalent based on attached performance requirements) aerial target operations and any other ADA-T II target systems, including production, maintenance, field operations, launch/recovery, mission payload integration, and event support. If your firm does not possess the proprietary TDP, explain your strategy to reverse-engineer or develop equivalent systems, including estimated timelines for airworthiness certification.


4.       Evidence of access to technical data, software, tooling, configuration information, support equipment, qualified personnel, safety releases, airworthiness documentation, and supply chain needed to perform without Government-funded requalification or extensive transition.


5.       Specific transition plan and timeline to assume full performance with zero degradation to the operational tempo or support to scheduled training, test, and operational events. Identify any Government actions, data, GFP, facilities, or lead times required.


6.       Identification of the estimated Non-Recurring Engineering (NRE), start-up, and transition costs your firm would require to assume full performance and delivery of the ADA-T II requirement. This should include, but is not limited to, estimated costs and timelines for tooling, support equipment, First Article Testing (FAT), airworthiness/safety certifications, range integration, software development/integration, and program management start-up. (Note: The Government will utilize this data to internally assess potential duplication of costs and schedule impacts).


7.       Description of relevant past performance within the last five (5) years for aerial target manufacturing, unmanned aerial system target operations, range support, mission payload support, and field services for DoD customers.


8.       Identification of any commercial products, commercial services, or non-developmental items that could meet all or part of the requirement, including modifications required and estimated schedule to reach operational readiness.


9.       Risks, assumptions, constraints, proprietary restrictions, licensing limitations, export control considerations, and data rights issues that may affect performance, schedule, cost, or competition. Specifically address any limitations on the Government's use of technical data or software, and state whether the Government would receive Government Purpose Rights (GPR) for any deliverable.


10.     Recommended contract type, ordering approach, and any other information that would assist the Government in determining whether competition is practicable.


Responses: Interested sources shall submit written capability statements no later than 28 July 2026. Responses should be limited to 15 pages, excluding cover page, and shall be submitted electronically to Contract Specialist Phuong Hudson V, phuong.v.hudson.civ@army.mil and Procuring Contracting Officer Roberto J. Gotay at roberto.j.gotaygarcia.civ@army.mil. Proprietary information, if any, shall be clearly marked. The Government will not reimburse respondents for any costs associated with preparing or submitting a response. Oral communications are not acceptable in response to this RFI.


Government Evaluation of Responses: A determination by the Government not to compete any resulting requirement, based upon responses to this RFI, is solely within the discretion of the Government. Information received will normally be considered solely for acquisition planning and for determining whether competitive procurement is feasible. If responses do not demonstrate that another responsible source can meet the Government’s requirements without substantial duplication of cost or unacceptable delay, the Government may proceed with the appropriate noncompetitive acquisition strategy, subject to required reviews and approvals.
