Meadowlands Sustainment
Solicitation # FA8819(10-2026)
The Space Systems Command, located at Los Angeles Air Force Base, is conducting market research through a Sources Sought notice to identify capable contractors for the sustainment of the Counter Communications System (CCS) Meadowlands. This effort involves the technical, logistical, software, and hardware support for a geographically dispersed fleet of up to 56 systems operating across the UHF, L, C, Ku, and KA RF bands. The scope of work includes organizational, intermediate, and depot-level maintenance, supply chain management for obsolescence and spares, and comprehensive software sustainment including cybersecurity remediation and configuration control. The systems are deployed across USCENTCOM and USPACOM, with additional support requirements for EUCOM, SOUTHCOM, and NORTHCOM. The government is considering a firm-fixed-price contract structure with potential performance incentives based on metrics such as mission-effective system-hours. The envisioned period of performance is approximately six years, consisting of a one-year base period and five option years. Due to the nature of the work, contractors must be capable of operating within secure facilities at various security levels, including Secret, TS/SCI, and SAP F. While currently listed with no set-aside, the government reserves the right to set the acquisition aside for small businesses, including woman-owned and socially disadvantaged firms. Interested parties must submit a Statement of Capabilities by November 18, 2026, detailing their technical approach to mission effectiveness, workforce surge capacity, and transition continuity.

Solicitation # 80GRC027R0003
NASA Glenn Research Center intends to award a sole source contract to KSAT Inc. under FAR 6.103-1 and FAR Part 12 to establish the Lunar Exploration Ground Sites (LEGS) through a Public Private Partnership. This initiative aims to develop a global network of ground stations providing high-availability, direct-to-Earth communications and navigation for NASA's Artemis and Moonbase initiatives. The network will support spacecraft operating between 36,000 kilometers and 2 million kilometers from Earth using X-band and Ka-band frequencies. The project involves integrating two NASA-provided 20-meter antennas and establishing at least four additional sites to ensure full redundancy. The contract has a period of performance of five years from award, with a phased operational rollout requiring three operational sites by October 15, 2027, six antennas for full redundancy by October 15, 2028, and an enhanced configuration of nine antennas by October 2029. The contractor must adhere to strict technical standards, including SCaN-SRD Revision 7 and International Communication System Interoperability Standards, while maintaining an Integrated Master Schedule. Security requirements are rigorous, necessitating compliance with NIST SP 800-171 for Controlled Unclassified Information and obtaining an Authorization to Operate for systems within the NASA environment. Acceptance of deliverables is subject to NASA's written approval following Factory and Site Acceptance Testing.

DEPARTMENT OF THE AIR FORCE HEADQUARTERS SPACE AND MISSILE SYSTEMS CENTER (AFSPC) LOS ANGELES AIR FORCE BASE, CALIFORNIA TO: ALL Potential Respondents 13 Dec 2013 SUBJECT: Notice regarding Request for Information for Air Force Satellite Control Network Commercial Provisioning Draft Performance Work Statement for Development Planning Directorate (SMC/XRD) Request for Information The Air Force Satellite Control Network is part of Air Force Space Command (AFSPC) satellite operations architecture. The AFSCN provides satellite communications support to National Security Space users using world-wide antenna network. The AFSCN's primary missions include tracking, telemetry and commanding (TT&C), ranging, anomaly resolution, and launch support. Space and Missile Systems Center (SMC) Development Planning Directorate (XR) is investigating commercial TT&C service providers. The goal is to understand how a commercial TT&C service provider might be used to reduce AFSCN Operations, Maintenance and Sustainment (OM&S) costs while continuing to support certain AFSPC satellite operational needs. A future architecture concept would likely include a mix of AFSCN and commercial systems. It's desired that this future architecture could be implemented in the near term (2 to 5 years). The Government has included a draft Performance Work Statement (PWS) for industry review. It is our intent to use the PWS to describe a concept development study for commercial provisioning and associated pricing agreement estimate. Our desire is to award 2 or 3 study contracts, of 3 month duration and government provided funding between $400K - $600K total (approximately $200K per study). We are interested in your comments and feedback regarding the feasibility of the current scope, schedule, and funding level of the project. The Government does not presently intend to award a contract based on this draft PWS, but wants to obtain study feedback regarding scope, schedule, technical maturity, and study costs for planning purposes. Response Information This RFI is being conducted for information and planning purposes only. It does not constitute a request for proposal or a request for quote. Information contained in this RFI is based on the best information available at the time of publication, is subject to revision and is not binding on the Government. The Government will not recognize any cost associated with a submission in response. The information received will be considered for the purposes of market research. This RFI is unrestricted and encourages responses from all responsible contractors independent of size. Additionally, responses from small business and small disadvantaged business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, service-disabled veteran-owned small business, Veteran-owned, WOSB, HUBZONE , historically black colleges or universities, and minority institutions. Small businesses are encouraged to form teaming arrangements. Please identify if teaming would be contemplated to meet this requirement. The North American Industry Classification System (NAICS) code for this effort is 517410 - Satellite Telecommunications. The Applicable Classification Code is "D - Automatic Data Processing and Telecommunication Services". The small business size standard is $30 Million. Responses are due no later than (NLT) Thursday, 16 Jan 2014. Responses should be submitted electronically to Ms. Tiffany Trotter and Lt Christopher Petrik. Information submitted in response to this RFI will enhance the Government's ability to acquire quality systems in the future and, therefore, will be used for planning purposes only. All material provided in response to this RFI shall be unclassified, non-confidential, and non- proprietary to the maximum extent practicable. Interested sources providing confidential/proprietary information in response to this RFI shall separately and clearly identify and mark all confidential/proprietary information. The Government will take all necessary steps to protect/safeguard any confidential/proprietary information provided. The Government will NOT be responsible for any confidential/proprietary information not clearly marked. All responses should be accomplished on company letterhead and limited to 5 pages. Page size shall be 8.5 x 11 inches, single-spaced with text no smaller than 11-point font size, Times New Roman. Margins shall be one-inch on all sides. Any questions or technical inquiries should be submitted electronically to Lt. Christopher Petrik (Project Officer), including a cc copy to Ms. Tiffany Trotter. Company proprietary material should be properly marked. SMC/XR plans to create a small team to review RFI responses. The government led team will include Aerospace (FFRDC) and System Engineering and Technical Assistance (SETA) contractors assigned to AFSPC, SMC, 50 SW and AFSCN user satellite representatives. The RFI team will sign government Non-Disclosure Agreements (NDA). If your RFI response requires you have a NDA from any of the review team members, please contact Ms Tiffany Trotter via email by 6 Jan 2014. Technical Point of Contact - Lt. Christopher Petrik, SMC/XRDE, 310-653-9224, Christopher.Petrik.1@us.af.mil Contracting Points of Contact - Ms. Kathy Scholefield, Procuring Contracting Officer (PCO), SMC/XRC, Kathleen.Scholefield@us.af.mil - Ms. Tiffany Trotter, Contract Specialist, SMC/XRC, Tiffany.Trotter@us.af.mil
