The 96th Test Wing at Eglin Air Force Base intends to award a sole source, firm-fixed price Indefinite Delivery Indefinite Quantity contract to Calculex, Inc. for maintenance and support services related to Airborne Data Recorders (ADRs) models CSR-6101, CSR-6600, CSR-2300, and CSR-2050. This contract, expected to be awarded in the last quarter of 2014 under contract number FA2487-14-D-0104, includes technical engineering support, spare parts, and repair, refurbish, or upgrade tasks for these systems which are proprietary to the incumbent contractor who originally developed the software and hardware. The contract will feature a one-year base period with four additional option years to support Department of Defense flight test requirements across various weapon system platforms. This acquisition is being conducted under the authority of FAR 6.302-1(a)(2) due to the sole source nature of the proprietary data and lack of a reproducible technical data package available to other vendors. The government has no development funding for this procurement, and the NAICS code assigned is 334511 with a size standard of 750 employees. While this is not a request for competitive proposals, the agency invites all capable sources to submit capability statements within 15 days of the notice publication for consideration. The decision to proceed without competition based on these responses rests solely with the government. Contract inquiries are to be directed to the identified Contract Specialist and Contracting Officer via the provided email contacts.
