The Naval Air Warfare Center Aircraft Division (NAWCAD) has a sole source requirement to continue support of the Airborne Equipment Demonstration Support for Science and Technology (S&T) sensor development programs at NAVAIR PMA264 under Contract N00421-08-C-0001 with Aviation Systems Engineering Company Inc. (ASEC), Lexington Park, MD in accordance with the statutory authority permitting other than Full and Open Competition in 10 USC 2304 (c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Due to unforeseen delays in obtaining the required approvals and resultant certifications, there is a projected gap in support. Prior to the award of a new competitive contract, an additional 100 flight hours will be added to cover this projected gap. Procuring Airborne Demonstration Support from an alternate source would cause the Government to incur substantial duplication of cost that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. For these reasons, only ASEC's Airborne Equipment Demonstration support is capable of fulfilling the Government's requirements. The associated NAICS code for this procurement is 481219 with a dollar standard of $6.5M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. Offerors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination not to compete this proposed extension based on responses to this notice is solely within the discretion of the Government.
