The Space and Naval Warfare Systems Center Atlantic is seeking information regarding commercial off-the-shelf airborne radio frequency direction finding systems that can be integrated with an existing carry-on/carry-off platform. The system should be capable of passively determining a line of bearing to an RF energy source within the frequency range of 20 MHz to 3000 MHz, with extended ranges of 3-20 MHz and 3000-6000 MHz considered as objectives. The requested information is categorized into Permanent (Group A) and Temporary (Group B) equipment, with specific environmental and operational requirements such as operation in non-pressurized spaces for Group B units at temperatures from 0 to 50 degrees Celsius. Suppliers must provide technical details on system interfaces, including mechanical, electrical, and logical aspects, along with a public API for sensor management, tasking, and built-in testing. Additionally, the submission should include a component breakdown with size, weight, and power specifications, as well as evidence of operational accuracy within a 5-15 degree RMS relative bearing. The center emphasizes that candidate systems should already be available for airborne platforms or be easily adaptable, requiring information about the Technology Readiness Level and a roadmap for adaptation if not currently deployed airborne. This request for information serves as a market research effort only and does not constitute a solicitation or contract award opportunity. Interested parties are asked to submit responses electronically or by mail, providing three copies of printed materials, and direct non-technical inquiries to the designated contract specialist. This initiative highlights the Department of Defense's goal to enhance airborne RF direction finding capabilities through integration with current threat warning systems while ensuring compliance with military environmental specifications.

CLOSING DATE UPDATED TO 22-MAY-2015 Request for Information Airborne RF Direction Finding Systems The Space and Naval Warfare Systems Center (SPAWARSYSCEN), Atlantic is seeking information about commercial off-the-shelf (COTS) airborne direction finding systems. The proposed DF System will be integrated with an existing, carry-on/carry-off system. For the purposes of this RFI, it is assumed that the proposed DF System shall consist of Permanent (Group A) or Temporary (Group B) equipment. The proposed DF system shall passively determines a line of bearing (LOB) to a radio frequency (RF) energy source in the 20 MHz to 3000 MHz (Threshold), with 3-20 MHz and/or 3000-6000 MHz considered as objective frequency ranges. In order to support integration with the existing, carry-on/carry-off threat warning system, the supplier shall provide technical information regarding interfaces (mechanical, electrical, logical) of the proposed solution. Moreover, the proposed solution shall provide a public application programming interface (API) that supports sensor management (configure, calibrate, etc), DF tasking, and built-in test. The supplier shall provide technical details regarding the environmental specifications (e.g. MIL-STD-810, MIL-STD-461, or equivalent) met by proposed solution. Note that the Group B equipment must able to operate in non pressurized spaces with operating temperatures from 0C to +50C. The supplier shall provide a top-level component breakdown of the proposed solution, along with corresponding size, weight and power (SWaP) values. Supplier shall provide evidence of operational capability within an accuracy of 5-15 degree range (RMS) of the true relative bearing of the test signals. SPAWARSYSCEN Atlantic is only interested in information on devices that are currently available on airborne platforms, or easily adaptable to the airborne environments. For systems that are not currently available on airborne platforms, the supplies shall provide information regard the Technology Readiness Level (TRL) of the proposed solution as well as a roadmap / plan for adapting the equipment for use on airborne platforms. Responses to this RFI should be e-mailed to Ashlee Landreth (e-mail: contact@example.gov, phone: +1 (555) 000-0000) or mailed to: SPAWARSYSCEN Atlantic, Attn: Code 56220AH (Ashlee Landreth), P.O. Box 190022, N. Charleston, SC, 29419-9022. Please provide three copies of any printed material. This RFI is for market research purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited.
