The USPFO for Connecticut intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for project CEKT179058, constructing an aircraft deice pad for C-130 aircraft by utilizing conventional design and construction methods to accommodate the mission of the facility, in accordance with the drawings and specifications, at Bradley Air National Guard Base in East Granby, CT. Funds are not presently available for this procurement. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.00. The magnitude of this project is between $1,000,000 and $5,000,000. This project is unrestricted and has not been set-aside for 8a, small business or other socio-economic groups. The General Contractor (GC) shall provide staff on-site during all concrete placement and finishing tasks with at least one of the following certifications; American Concrete Institute (ACI) Certified Concrete Flatwork Finisher and/or National Ready Mixed Concrete Association (NRMCA) Concrete Exterior Flatwork Finisher. In accordance with (IAW) FAR Subpart 9.1, the contracting officer will make a determination of responsibility using, in part, the following method; prior to award, the prospective contractor must submit applicable certifications for Contractor Quality Control staff and concrete batch plant operator(s). All Contractor Quality Control (CQC) personnel assigned to concrete construction are required to be ACI and/or NRMCA certified in the following grade: a. The minimum requirements for the CQC System Manager consist of being a graduate engineer or a graduate of construction management, with a minimum of 5 years' airfield construction experience and a minimum of 1-year experience as a CQC System Manager on an airfield construction project. b. CQC personnel responsible for inspection of concrete paving operations: ACI Concrete Transportation Inspector. The ACI Concrete Transportation Inspector is required to be present at the paving site during all paving operations, with the exception of the initial saw cutting operation. The QC manager is required to be present during initial saw cutting operations. c. Lead Foreman or Journeyman of the Concrete Placing, Finishing, and Curing Crews: ACI Concrete Flatwork Technician/Finisher or NRMCA Concrete Exterior Flatwork Finisher. d. Field Testing Technicians: ACI Concrete Field Testing Technician, Grade I. e. Concrete Batch Plant Operator: National Ready Mix Concrete Association (NRMCA) Plant Manager certification. The IFB will include an optional line item for the installation, testing and associated training for the deicing valve control panel with enclosure, storm water and tank valve notification lights and valve motor actuators, and related above and below ground electrical to complete in accordance with the drawings and specifications. Proposals will be evaluated by price, including options. The tentative date for issuing the solicitation is on-or about 03 June 2019. The tentative date for the pre-bid conference is on-or about 13 June 2019 - time and location specifics will be in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. The bid opening date is scheduled for on-or about 08 July 2019. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in SAM.
