AI Contract Overview
The contract is for annual airflow inspection services at the Saint Louis VA Medical Centers, specifically the John Cochran and Jefferson Barracks locations in Saint Louis, Missouri, with a performance period spanning five years from July 1, 2026, through June 30, 2031, consisting of a base year and four optional years. The solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and failure to award to a qualified SDVOSB will result in cancellation and resolicitation. Proposals must be submitted electronically by 3:00 p.m. CST on June 24, 2026, to Lisa Fischer at Lisa.Fischer1@va.gov, with the exact subject line format required. All offers must include pricing for a firm-fixed-price contract, past performance references from the last three years involving similar annual certifications—preferably with healthcare or institutional clients—and a proposed lead time for service delivery, along with confirmation of ability to meet certification requirements arranged by the Contracting Officer’s Representative. Offerors must maintain active SAM registration with a valid Unique Entity Identifier and Taxpayer Identification Number, and must comply with all applicable entity-level representations and certifications incorporated by reference from SAM. The work requires annual airflow certification performed exclusively outside normal business hours, from 7:30 p.m. to 11:59 p.m., and demands full compliance with stringent health, safety, and infection control protocols. Contractors must implement a Quality Assurance Plan and a Health and Safety Plan that adheres to OSHA, U.S. DOT, and Missouri state regulations, while minimizing dust and airborne contaminants in clinical environments. All personnel, including supervisors and technicians, must hold current TABB certification, and the contractor cannot subcontract labor or supervision without prior written approval. Personnel accessing VA facilities must comply with Personal Identity Verification (PIV) requirements, and the contractor is responsible for flowing down PIV obligations to subcontractors. Payment is made monthly in arrears via Electronic Funds Transfer through the System for Award Management, with invoices submitted electronically to the VA’s Financial Services Center in Austin, Texas; invoices must include itemized details such as contract number, service dates, locations, and total amount due, and must be validated by the COR before payment is processed within 30 days. Evaluation of proposals will be based on a best-value tradeoff approach, emphasizing technical capability, past performance, and price, with technical and past performance considered collectively more important than cost.
