AM26-91 Stream Crossing Restoration – Peoa, UT

The State of Utah Division of Purchasing, in coordination with the Division of Wildlife Resources, is soliciting bids for the restoration of a low-water stream crossing located at 40.707130, -111.330229 in Peoa, Utah, under solicitation number AM26-91. The project requires the complete rehabilitation of a 50-foot section of degraded stream crossing, including excavation, installation of 6 GEOWEB GW30V geocell panels with a 4-inch cell depth and 8' by 29' dimensions, placement of 7.6 to 9.1 tons of 1.5–4" minus gravel, and 12 tons of 4–6" coarse aggregate. Work must comply with strict erosion and sediment control BMPs to protect the spring channel and downstream Sage Creek, and all equipment must be suitable for riparian environments, including data-logging GPS for tracking. The contractor must mobilize and remain on-site full-time during normal working hours until all phases—earthwork, armoring, and capping—are fully complete, with no job hopping permitted. A mandatory site visit is scheduled for June 5, 2026, at 11 a.m., and a pre-work conference is required before any ground disturbance. All work must be completed and invoiced by June 30, 2026, with time being of the essence. The contract will be awarded to the lowest cost responsive and responsible vendor, with no weighted evaluation factors—responsiveness and responsibility are pass/fail gates. Bids must strictly conform to the solicitation requirements; any conditional proposals, modifications to scope, added terms or conditions, or deviations from the standard terms will result in immediate disqualification. The contractor must guarantee pricing for the entire project duration and is responsible for securing all necessary permits and complying with state and federal regulations, including Utah Code provisions on forced labor, restricted foreign entities, anti-boycott conduct, and public records under GRAMA. Mandatory insurance requirements include workers’ compensation and commercial auto liability coverage with a minimum of $1 million per occurrence. Contractors must register with Utah’s Status Verification System and require subcontractors to do the same, under penalty of perjury.
