--AMCOM EXPRESS - REPLACEMENT PROGRAM FOR OMNIBUS 2000 (O2K)

The U.S. Army Aviation and Missile Command (AMCOM) is initiating the Expedited Professional & Engineering Support Services (EXPRESS) program to replace the current Omnibus 2000 (O2K) advisory and assistance services. EXPRESS will utilize Blanket Purchase Agreements (BPAs) with Federal Supply Schedule contractors, following Federal Acquisition Regulation guidelines. The program is designed to streamline service orders by creating multiple service domains, spanning professional engineering, logistics, business improvement, and information technology services. It is expected to encompass several Federal Supply Schedules, including Professional Engineering Services, Logistics Worldwide, Management and Organizational Improvement Services, IT Services, and the Corporate Schedule, requiring prime contractors or team leaders to hold at least one applicable schedule. Further developments, including detailed program information and updates, will be available on the EXPRESS website. In preparation for this transition, AMCOM plans to release a Request for Information (RFI) in November 2003 to assess commercial service providers interested in serving as prime contractors or team leaders under the EXPRESS program. This initiative aims to enhance AMCOM’s support capabilities by establishing a more flexible and comprehensive contracting vehicle aligned with current federal acquisition policies. The program is based out of Redstone Arsenal, Alabama, under the Department of Defense.
