The US Army Aviation and Missile Command (AMCOM) is conducting an open season for the Technical Domain under the Expedited Professional and Engineering Support Services (EXPRESS) program, a Blanket Purchase Agreement (BPA) framework that uses GSA Federal Supply Schedules to acquire advisory and assistance services. These services encompass a broad range of technical and management support, including training, evaluations, recommendations, and analyses. Six BPA teams have already been competitively awarded under this domain, with the open season designed to allow existing Prime Contractors/Team Leaders to restructure their teams by adding or removing members, changing roles between team members and subcontractors, or modifying teaming arrangements to better respond to future EXPRESS technical task orders. Interested parties seeking to participate as team members or subcontractors are encouraged to coordinate with existing BPA Prime Contractors/Team Leaders. Proposals for restructuring require submission of a detailed team matrix, revised team files including rates, and updated performance capability documentation by January 17, 2006. Information on current BPA teams and submission requirements is available on the AMCOM EXPRESS website. The effort aims to maintain flexibility and responsiveness within the BPA structure to ensure continued efficient delivery of advisory and assistance services to AMCOM.
