The Joint Warfighting Cloud Capability (JWCC) Unified Cloud Marketplace (UCM) is designed as a unified platform to support the consumption of all provisionally authorized cloud service offerings from approved providers, extending beyond traditional hyperscale vendors. The contracting strategy is divided into three segments: Contract 1 focuses on core infrastructure and platform services from major hyperscale cloud providers; Contract 2 covers Everything-as-a-Service (XaaS), including SaaS, PaaS, and non-hyperscale IaaS; and Contract 3 targets innovative cloud solutions from commercial innovators and small businesses that meet provisional authorization standards. This tiered approach aims to foster competition, accelerate access to advanced cloud capabilities, and ensure broad industry participation. The current draft Performance Work Statement (PWS) released pertains exclusively to the first phase, which covers the hyperscale cloud services contract. Questions concerning this phase are being accepted until June 1, 2026, with contact points provided for submission. Additional information about the subsequent contracts (XaaS and Commercial Innovators/Small Businesses) will be released later. The solicitation is managed by the Department of Defense’s Defense Information Systems Agency (DISA) located at Scott Air Force Base, with the place of performance in Arlington, Virginia, reflecting a focus on supporting defense cloud infrastructure needs through a competitive and comprehensive marketplace solution.
