The Federal Aviation Administration Flight Program Operations Aircrew Training group is conducting a market survey to identify qualified sources for the development and maintenance of pilot training that meets 14 CFR 135.329 requirements. The anticipated period of performance is from October 1, 2020, to September 30, 2025. This effort focuses on initial and recurrent training programs, specifically basic indoctrination and non-aircraft specific crewmember training. The scope excludes simulator or actual in-aircraft flight training, though aircraft-specific training may be required for emergency equipment and egress. The program expects to serve approximately 180 crewmembers for recurrent training, conducted annually between September 1 and October 31, and 8 to 12 crewmembers for basic indoctrination twice per year. Training may be delivered via traditional classroom settings at the Mike Monroney Aeronautical Center or through comprehensive eLearning solutions. The FAA is seeking capability statements and rough order of magnitude cost estimates under NAICS code 611512, evaluating options for custom course development, commercial-off-the-shelf solutions, or a hybrid approach.
