Junior Airman Retreat Sept 2026, Travis AFB CA
Solicitation # FA442726Q1102
The solicitation FA442726Q1102 for the Junior Airmen Retreat at Travis Air Force Base, California, requires a contractor to provide hotel accommodations, conference space, and full on-site catering for up to 22 participants over three days and two nights from September 18 to 20, 2026. This is a Firm Fixed Price contract under a Total Small Business Set-Aside, with the North American Industry Classification System code 721110 for Hotels and Motels. The Statement of Work, as revised in Amendment 0001, includes Attachment 6—RFI Questions and Answers—and excludes Attachments 4 and 5. All offerors must submit proposals electronically to the designated Points of Contact no later than August 5, 2026, at 12:00 PM PDT, and any inquiries must be submitted by July 24, 2026, at the same time. Performance is required at Travis AFB, with services to include lodging for 22 individuals, dedicated conference space, and meal service accommodating dietary restrictions such as vegan, vegetarian, halal, and kosher options. The contractor must also assign an authorized contract manager and re-perform any deficient services at no additional cost to the government. The evaluation process is based on a trade-off methodology, not lowest price technically acceptable, meaning award will go to the offeror with an acceptable technical capability and a fair and reasonable price, potentially selecting a higher-priced offer if it provides greater value. Technical capability is assessed as either Acceptable or Unacceptable, with Acceptable being mandatory for eligibility. The contract includes mandatory FAR and DFARS clauses covering System for Award Management registration, electronic funds transfer, service contract labor standards, equal opportunity, combating human trafficking, paid sick leave, cybersecurity maturity model certification, DoD assessment requirements, and specific deviations related to cybersecurity, procurement, payment, and contractor reporting obligations. Offerors must be registered in SAM.gov, hold a valid CAGE code and UEI, certify as a small business, and comply with all security and access requirements including antiterrorism training, restricted area badge protocols, and OPSEC procedures. Invoicing must be submitted via Wide Area WorkFlow, and the government retains the right to inspect and accept services upon delivery at the destination.
