This contract involves the procurement of components for the Airborne Countermeasures Dispenser System (AN/ALE-47) by the Naval Surface Warfare Center Crane. The government plans to establish a five-year, firm-fixed-price, indefinite-delivery indefinite-quantity (IDIQ) multiple award contract through a best-value evaluation process targeting small businesses, following a shift from limited competition based on industry feedback. The scope includes manufacturing dispenser housings, cable assemblies, connectors, and associated items in accordance with government technical specifications, with quantities varying per delivery order. The build-to-print requirement relies on a government-owned technical data package, and the solicitation emphasizes the importance of proper registration in the System for Award Management (SAM) and the Joint Certification Program (JCP) due to export-controlled information. The solicitation, identified as N0016426RWR07, is set aside exclusively for small businesses under the SBA total small business set-aside category. It will be posted on the Procurement Integrated Enterprise Environment (PIEE) and SAM.gov, with proposals due by November 17, 2025. The contract will include various line items for first article testing, production quantities, and emerging requirements, with delivery FOB destination to NSWC Crane in Indiana. Interested parties are encouraged to review the technical data, which is controlled under Distribution Statement D, and to direct questions to designated points of contact, Elizabeth Hacker and Becky Minks. This synopsis does not guarantee a solicitation or award but provides essential details for qualified small business contractors interested in competing for this opportunity.

Solicitation # N00016427Q0006
Solicitation N00164-27-Q-0006 is a sole source, firm fixed price procurement issued by the Naval Surface Warfare Center Crane Division for engineering services to support five AN/SLQ-32(V)4 G4DSP-XD3 multiprocessor cards. The primary objective is to perform evaluation diagnostics, failure analysis, and data extraction on non-working processing units to determine if they are repairable or beyond economic repair. Key technical requirements include salvaging Northrop Grumman running scripts and operational binary scripts from non-volatile memory, as well as mapping hardcoded IP schemes and network connection profiles. The government intends to negotiate exclusively with Abaco Systems due to the items being peculiar to one manufacturer, although other responsible sources may submit capability statements for consideration. The contract requires strict adherence to MIL-STD-129 for shipping and marking, NIST SP 800-88 Rev. 1 for media sanitization, and DoDI 8582.01 for the security of non-DoD information systems. Contractors must be registered in the System for Award Management and comply with Cybersecurity Maturity Model Certification (CMMC) requirements under DFARS 252.204-7021. Deliverables include software test reports, computer software products, and system security plans. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system. Offers are due by 4:00 PM Eastern Time on October 26, 2026, and should be submitted electronically to the primary point of contact, Trista Ray.
