Full Description
The Air Force Life Cycle Management Center (AFLCMC), Aerospace Management Systems Division, Weather Systems Branch (AFLCMC/ESAK), Hanscom AFB, MA 01731, is issuing a formal Request for Proposal (RFP) to provide Tactical Meteorological Observing System (TMOS) Contractor Logistics Support (CLS) for sustainment efforts supporting TMQ-53 systems from FY26 to FY31.
The contractor shall provide worldwide Contractor Logistics Support (CLS) to sustain currently fielded TMQ-53 systems in their baseline configuration. This effort encompasses comprehensive program management, logistics support (including helpdesk, maintenance, and spares/repair management), Operational, Safety, Suitability, and Effectiveness (OSS&E) impact analysis, test and evaluation, Configuration Control Board (CCB) support, and obsolescence and systems engineering. Additionally, the contractor is responsible for tracking and reporting critical system performance metrics (such as System Availability, Mission Capable, and MTBF rates), managing program data (including GFM-A, materials, shipping, and travel), and providing computer resource support, Engineering Change Proposals (ECPs), cybersecurity, technical manual maintenance, and system upgrades due to technical refresh. While worldwide support is required, there is no requirement for contractor travel to overseas locations.
This proposed effort is a total small business set-aside. The Government has determined, IAW FAR Subpart 19.103, that the NAICS classification of 541990 - All Other Professional, Scientific, and Technical Services best describes the principal nature of the product and service being acquired and represents the greatest percentage of the contract price. This classification is assigned a Small Business Association (SBA) size standard of annual receipts of less than $19.5M. If you disagree with this assessment of a total set-aside, please notify the Contracting Officer within seven (7) days of notice.
The proposal shall state a validity period of one hundred and eighty (180) calendar days from the date of submittal.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
Any contract that results from this solicitation will be an indefinite delivery, indefinite quantity contractual ordering vehicle. The Government will evaluate and establish a contract vehicle with a four-year base ordering and performance period with a six-month extension option. Funds for any agreed upon minimum order and future orders will be obligated by delivery/task order and not by the contract which directly results from this solicitation.
The Offeror shall submit their proposal in accordance with Attachment 5 - TMOS CLS Section L - Instructions to Offerors. Proposals are due no later than 13 July 2026 5:00PM EDT.
