The Department of Veterans Affairs (VA) Office of Research and Development plans to award a sole source contract to the National Academies of Science, Engineering, and Medicine (NASEM) to sponsor and manage a Forum on Traumatic Brain Injury (TBI). This initiative aims to convene a diverse group of stakeholders, including researchers, healthcare providers, patient representatives, employers, and policymakers, in a neutral setting to foster collaborative efforts addressing TBI research and care for Veterans. The Forum will focus on strategic planning across the full continuum of TBI—from prevention and acute care to rehabilitation—addressing research gaps, coordination challenges, and evolving issues within this field. The intention is to hold at least two Forum meetings annually, with the possibility of one additional workshop per year, and to provide quarterly progress reports and published summaries from these engagements. The contract will run for a base period from October 1, 2021, to September 30, 2022, with up to four option years extending through 2026. It requires highly qualified personnel with expertise in TBI research, healthcare systems, policy evaluation, scientific writing, project management, and consensus building, including personnel holding doctoral degrees in biological sciences. The contractor’s role includes organizing national symposia, managing program funding, and maintaining close communication with the VA to ensure progress and quality control. Travel reimbursement for experts traveling to the contractor’s facilities in Washington, D.C. is anticipated, and the contract will be firm fixed-price. The sole source award is justified under FAR due to the unique qualifications and capabilities of NASEM, though other interested parties with relevant capabilities could submit statements of interest prior to the award decision.
