The Regional Procurement Office East plans to enter into sole source negotiations with Vikram Srinath of East Windsor, New Jersey, to secure specialized voice and speech articulation services for a research study affiliated with the VA Boston Healthcare System, Jamaica Plain. These services are vital for assessing voice characteristics, resonance, and speech articulation in accordance with protocols established by the VA Rehab R&D funding agency. The work supports the research project titled "An RCT of a Telemedicine Intervention for Hypokinetic Dysarthria in PD," focusing on precise evaluation of voice and speech severity in research subjects using a novel interval scale developed for dysarthria assessment. The contractor must demonstrate proven reliability, relevant training and certification, and adherence to strict research quality control standards. Service delivery is scheduled Monday through Friday from 7:00 AM to 3:30 PM at the VA Boston Healthcare facility in Jamaica Plain. The contractor will conduct severity ratings on voice and speech tasks that include sustained phonation, paragraph reading, and spontaneous monologue, scoring across domains such as loudness, hoarseness, hypernasality, and consonant precision using a scale from 0 (none) to 5 (severe). This engagement requires strict compliance with all VA and Veterans Health Administration policies and oversight from the study’s Principal Investigator and Contracting Officer Representative. While this is a sole source intent, other interested parties were invited to express interest by April 10, 2023, after which the procurement office will decide whether to pursue competition or proceed with negotiations.
