AI Contract Overview
The U.S. Army Corps of Engineers Engineer Research and Development Center (ERDC), Environmental Laboratory, is soliciting proposals to establish a Master Blanket Purchase Agreement (BPA) for analytical services focused on water quality analysis at three U.S. Army Garrison sites in Poland. The BPA will facilitate testing of chemical, biological, and physical parameters in water samples to ensure compliance with required water quality standards, with analyses performed on an as-needed basis over a five-year period. The Government anticipates multiple awards under NAICS code 541380 (Testing Laboratories and Services), with a not-to-exceed estimated total of approximately $982,638 over the contract duration. This indefinite-delivery BPA does not guarantee any minimum order amount or quantity and obligates funds only as orders are placed via BPA calls, governed by FAR parts 12, 13.303, and 15. Contractors are required to provide comprehensive laboratory services, including sample management, analysis of an extensive list of contaminants such as pesticides, volatile organic compounds, per- and polyfluoroalkyl substances (PFAS), radiological elements, and microbiological indicators following detailed regulatory standards spanning U.S. Army, EPA, Polish, and EU guidelines. Analytical results must be delivered within 60 days of sample receipt using prescribed electronic formats compatible with the Defense Occupational and Environmental Health Readiness System – Industrial Hygiene (DOEHRS-IH). The BPA incorporates strict quality assurance standards with Acceptable Quality Levels defined, mandates appropriate laboratory accreditations (NELAC, DOD ELAP, ISO/IEC 17025), and requires robust data management and reporting aligned with Performance Work Statement (PWS) deliverables. The solicitation follows a Lowest Price Technically Acceptable (LPTA) evaluation methodology, where technical proposals must meet pass/fail criteria across corporate capability, key personnel qualifications, and technical approach factors. Past performance is evaluated separately, with no assigned weights, and price is the determining factor among technically acceptable offers. Proposals must be submitted in three separate volumes electronically by January 9, 2026. Emphasis is placed on compliance with various FAR clauses related to security, waste reduction, telecommunications restrictions, and labor standards, including specific foreign performance requirements relevant to contract execution in Poland. Security provisions for personnel access, training, and force protection are included, considering the overseas nature of the work. Payment will be processed predominantly via the Wide Area WorkFlow (WAWF) system; the Government inspection and acceptance point is the Waterways Experiment Station in Vicksburg, MS. The
