The Naval Facilities Engineering Systems Command Washington is conducting a survey to gather input from the construction community regarding the potential implementation of Project Labor Agreements (PLAs) for upcoming construction projects in the Maryland, Virginia, and Washington D.C. regions. This survey is not a solicitation or request for proposals but aims to assess the feasibility of using PLAs on various types of construction work, including new construction, renovations, utility upgrades, and structural repairs across diverse building categories such as office, educational, industrial, residential, and hospital facilities. Projects anticipated under this consideration will range in value between $2 million and $15 million, with durations spanning from about one month up to five years, and may follow design-build or design/bid/build methodologies. The PLA under consideration would serve as a pre-hire collective bargaining agreement establishing terms and conditions with labor organizations specifically for these projects, aiming to enhance labor-management stability, compliance with safety and employment laws, and overall efficiency in Federal procurement. The inquiry aligns with Federal Acquisition Regulation policies and Executive Order 13502, which encourage the use of PLAs for large-scale federal construction projects. Feedback collected through the attached questionnaire, due by October 31, 2022, will inform the Government’s decision whether to require PLAs on future contracts. This initiative is specifically targeted at small businesses, under a Total Small Business Set-Aside, and is intended solely for planning purposes, with no contractual obligations or solicitations arising directly from this survey. All responses will remain confidential and be used exclusively to guide the Government’s approach to procurement strategies in the National Capital Region.
